Provides that, if rural fire protection district contains improved ] lands , or new improvements, ] that are within seven road miles of fire station within district or brought within seven road miles of fire station within district by new road and that are not subject to assessments for fire protection by district, county board must initiate by resolution ] annexation of territory containing ] lands upon request by district . Requires ] Exempts annexation from requirements that hearing and election on proposed annexation be conducted as is required for district formation proceedings. Directs county board to establish process for annexation. Provides that annexed territory is ] lands are subject to outstanding indebtedness of district, permanent rate limit established by district and local option taxes imposed by district. Provides that annexed lands may be subject to assessments for fire protection by district and certain fee only if or when lands are improved. Declares emergency, effective on passage.
Expands definition of "victim," for purposes of restitution ordered as part of criminal sentence, to include person or entity that has expended moneys on behalf of, or provided services to, minor victim. Authorizes court to order restitution when defendant found guilty except for insanity. ] Provides that certain evidence of economic damages creates rebuttable presumption of reasonableness for purposes of restitution ordered as part of criminal sentence . Authorizes district attorney to present evidence of restitution within 90 days after adjudication or other final disposition in juvenile delinquency case. Authorizes court to extend time period for presentation for good cause. ] Takes effect on 91st day following adjournment sine die.
Authorizes Public Utility Commission to allow electric companies to recover costs from retail electricity consumers for prudent infrastructure measures to support transportation electrification if certain criteria are met. Authorizes commission to allow natural gas utilities to recover costs from retail natural gas customers for prudent investments in or expenses related to infrastructure measures that support adoption and service of alternative forms of transportation vehicles if certain criteria are met.
Directs Department of State Lands ] Oregon Business Development Department to study impact of laws related to wetlands on economic development and to provide results of study in report to interim committees of Legislative Assembly no later than September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.
Requires school district to adopt and implement policy concerning ownership rights to teacher-created intellectual property. Requires policy to provide that teachers shall retain ownership rights to such intellectual property and that school district may not require, as condition for employment or continuation of employment, teachers to enter into certain agreements concerning ownership rights to teacher-created intellectual property. Requires each board of community college district to adopt and implement policy concerning ownership rights to intellectual property created by faculty members. Requires policy to provide that faculty member shall retain ownership rights to such intellectual property. Permits faculty members to enter into agreements with community college districts whereby faculty member may relinquish, assign, sell, lease, license or transfer ownership rights to intellectual property to district. Prohibits district from requiring, as condition of employment or continuation of employment, faculty members to enter into certain agreements concerning ownership rights to intellectual property created by faculty member.

Limits liability of certain health care entities and providers , health maintenance organizations and hospitals ] for certain claims arising during COVID-19 emergency period. Provides that it is unlawful employment practice for hospital or health maintenance organization to take certain action against employee for reason that employee reported violation of standard of care during COVID-19 emergency period or testified or participated in proceeding involving certain claims related to COVID-19. Declares emergency, effective on passage.
Directs Secretary of State to publish on secretary's website list of top five most commonly spoken languages in each county ] Oregon , other than English. Directs secretary to update list at least once every 10 years. Upon request, requires provision of rental agreements , statements of policies, facility rules and regulations ] and sales contracts for manufactured dwellings to be available ] in any of top five most commonly spoken languages in Oregon other than English. Provides exceptions. Becomes operative on July 1, 2022.
Modifies criteria for erecting roadside memorial signs for deceased veterans who were formerly prisoners of war or unaccounted for. Takes effect on 91st day following adjournment sine die.
Provides that 15 percent of grant funds awarded as part of Justice Reinvestment Program must be distributed to build and maintain capacity for culturally responsive services. Adds two members to Justice Reinvestment Grant Review Committee and modifies membership requirements. Modifies remedial action procedures when county participating in Justice Reinvestment ] program does not reduce utilization of imprisonment in Department of Corrections facilities. Declares emergency, effective on passage.

Establishes Oregon Advance Directive Registry Advisory Committee to advise authority regarding registry. ] Takes effect on 91st day following adjournment sine die. ] Directs Advance Directive Adoption Committee to submit report to interim committees of Legislative Assembly related to judiciary and health with recommendations for development, adoption and administration of statewide advance directive registry for collection and dissemination of advance directives.
