HB 4006: Relating to housing; and declaring an emergency.

Requires Housing and Community Services Department to annually provide to each city with population greater than 10,000 data showing percentage of renter households in city that are severely rent burdened. Requires city in which at least 25 percent of renter households are severely rent burdened to complete survey related to affordability of housing within city and to hold public meeting to discuss issue. Requires each city with population greater than 10,000 to submit annual report to Department of Land Conservation and Development setting forth total number, within certain categories, of residential units permitted and produced in preceding calendar year. Appropriates moneys to Department of Land Conservation and Development for purpose of providing technical assistance to local governments in increasing affordability of housing, with priority to cities in which at least 25 percent of renter households are severely rent burdened. Appropriates moneys to Housing and Community Services Department for purpose of studying cost of affordable housing and providing technical assistance grants to promote development of subsidized affordable housing. Declares emergency, effective on passage.

SB 1523: Relating to apportionment of income for interstate broadcasters; and prescribing an effective date.

Extends sunset for modified method of apportionment of business income of interstate broadcaster for purposes of corporate excise taxation. Continues use of gross receipts from customers with in-state commercial domicile in numerator of apportionment percentage calculation. Requires gross receipts of broadcaster to be included in numerator if member of affiliated group filing consolidated state return, regardless of whether interstate broadcaster has taxable presence in state. ] First applies to tax years beginning on or after January 1, 2017. ] Takes effect on 91st day following adjournment sine die.

SB 1555: Relating to the Oregon Marijuana Account; and declaring an emergency.

SB 1554: Relating to determination of eligibility for public benefits of higher education savings account owner; and prescribing an effective date.

Specifies that amount in account established for higher education expenses is disregarded for purposes of determining account owner's financial eligibility to receive assistance or benefit authorized by law, other than means-tested state financial aid for higher education, to extent permitted under federal law. Directs Higher Education Coordinating Commission to study potential effects on financial aid programs of excluding amounts in accounts established for higher education expenses from determination of expected family contributions and to study policies to incentivize saving for higher education expenses among families at or below median income. Applies to eligibility determinations made on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

SB 1553: Relating to regulation of certain business entities.

Requires insurers, fraternal benefit societies and certain nonprofit corporations to apply to and obtain from Secretary of State authorization to transact business in this state. Specifies effect of failing to obtain authorization. Requires insurer, fraternal benefit society or nonprofit corporation to maintain registered agent and registered office in this state. ] Permits plaintiff to recover greater of $5,000 or actual damages in cause of action that arises out of business or transaction with insurer, fraternal benefit society or nonprofit corporation that has not obtained authorization to transact business in state. Permits Secretary of State to impose civil penalty of not more than $1,000 for failure to obtain authorization to transact business in this state. ] Imposes public safety assessment on covered entities. Establishes Public Safety Assessment Fund. Transfers revenues to fund. Applies to calendar years beginning on or after January 1, 2019. ] Takes effect on 91st day following adjournment sine die. ] Provides that debt collector engages in unlawful collection practice if debt collector is debt buyer, or is acting on debt buyer's behalf, and collects or attempts to collect purchased debt before providing to debtor, within 30 days after date of debtor's request, certain documents that establish nature and amount of debt.

SB 1562: Relating to strangulation.

Provides that person commits crime of strangulation if person knowingly impedes normal breathing or circulation of another person by applying pressure to chest of other person. Increases penalty for crime of strangulation when victim is family or household member. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Oregon Criminal Justice Commission to classify felony strangulation as crime category 5 if committed against family or household member .

SB 1501: Relating to the State Fair Council; and prescribing an effective date.

Reduces minimum and maximum number of members for State Fair Council. Limits consecutive terms of service on council. Requires Governor to adjust terms of office for council members holding office on effective date of Act to achieve staggered expiration of member terms. HB 4020: Relating to health care facilities; and declaring an emergency.

Specifies criteria for licensing of extended stay centers and requires Oregon Health Authority to adopt rules. Requires extended stay centers to report discharge data to authority upon request by authority. Permits extended stay center to participate in Oregon Patient Safety Reporting Program. Requires authority to apply for authorization from Centers for Medicare and Medicaid Services to receive federal matching funds for services of extended stay centers provided to medical assistance recipients and to permit extended stay centers and ambulatory surgical centers to operate under single license. Requires hospitals to have financial assistance policies, written in plain English, provided to patients upon request and displayed in hospital areas that are publicly accessible. Requires hospital billing statements to include specified information about obtaining financial assistance. Requires authority to make publicly available uniform application form for requesting financial assistance from any Oregon hospital. Adjusts inappropriate series references. Declares emergency, effective on passage.

HB 4087: Relating to possessory liens on motor vehicles.

Requires person, before creating, attaching, asserting or claiming lien on motor vehicle, to have in effect bond of not less than $20,000 for purpose of paying owner of motor vehicle full amount of damages, costs, reimbursements or attorney fees owner obtains in action to obtain release or restored title to motor vehicle. Permits owner to bring action and obtain damages and other relief. ] Provides that person may not create, attach, assert or claim possessory lien on motor vehicle unless person performs service that complies with certain statutes and that involves making, altering, repairing, transporting, storing, providing services for, supplying material for or performing labor in connection with motor vehicle and person is franchised motor vehicle dealership, holds towing business certificate or creates, attaches, asserts or claims lien against abandoned motor vehicle. Requires person other than franchised motor vehicle dealership, person that holds towing business certificate or person that creates, attaches, asserts or claims lien against abandoned motor vehicle to have in effect valid surety bond in amount not less than $20,000 before making, altering, repairing, transporting, storing, performing services for, supplying materials for or performing labor in connection with motor vehicle. Permits owner of motor vehicle to bring action and obtain damages and other relief.

SB 1516: Relating to a small business expansion loan fund.

Establishes Small Business Expansion Loan Fund to be administered by Oregon Business Development Department for purpose of making loans of early stage growth capital to individuals and business entities with 50 or fewer employees that may not be able to obtain adequate traditional commercial or private financing to meet operational and growth needs. Provides that no individual loan may be made for amount greater than $2 million. Authorizes Oregon Business Development Commission to transfer moneys in Oregon Business Development Fund to Small Business Expansion Loan Fund when reasonable and financially appropriate for purpose of making loans under Act.

SB 1506: Relating to Oregon Wounded Warrior parking permits; and declaring an emergency.

Directs Department of Transportation to issue Oregon Wounded Warrior parking permits to qualified applicants. Describes "wounded warrior." Permits person issued Oregon Wounded Warrior parking permit or person transporting person issued parking permit to park motor vehicle in any public parking zone restricted as to length of time permitted therein without incurring overtime penalties and to park motor vehicle in any public parking zone with metered parking without being required to pay any parking meter fee. Provides exceptions. Becomes operative January 1, 2019. Declares emergency, effective on passage.
