HB 2595: Relating to lobbying by former members of the Legislative Assembly.

Alters period during which former member of Legislative Assembly is prohibited from being paid lobbyist from sine die of next regular session that begins after person ceases to be member to one year after person ceases to be member.

HB 2428: Relating to public indecency; and prescribing an effective date.

Provides that masturbation while in, or in view of, public place constitutes crime of public indecency. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes by maximum of five years' imprisonment, $125,000 fine, or both, if person has specified prior conviction. Takes effect on 91st day following adjournment sine die.

HB 2913: Relating to possessory liens on motor vehicles; and declaring an emergency.

Removes requirement for person to have surety bond in effect before making, altering, repairing, transporting, storing, providing services for, supplying materials for or performing labor in connection with motor vehicle. Reimposes requirement for surety bond beginning July 1, 2020. Declares emergency, effective on passage.

Removes provision under which certain actions of person in soliciting participation in contest or sweepstakes are unlawful practice only if solicitation occurs through use of United States mail.

HB 2321: Relating to public records of county juvenile department employees; and prescribing an effective date.

Exempts from required disclosure pursuant to public records request, home address, home phone number and other specified personal information of county juvenile department employees who primarily perform duties related to youth offenders confined in detention facilities. Requires disclosure of county juvenile department employee information if public interest requires disclosure in particular instance. Adds county juvenile department employees whose duties include contact with persons committed to custody of county juvenile department to category of public employees who may use public employer address in driver or vehicle records of Department of Transportation. Takes effect on 91st day following adjournment sine die.

HB 2325: Relating to the Secretary of State's duties as a filing officer; and prescribing an effective date.

Permits Secretary of State to specify by rule method, including but not limited to electronic method, by which Secretary of State will send notice related to document for which Secretary of State is filing officer. Requires Secretary of State to permit person that files document to elect to receive notice by method Secretary of State specifies. Requires Secretary of State to send notice by mail if person does not elect to receive notice by method Secretary of State specifies. Provides that Secretary of State shall collect $100 fee for filing document from entity that eligible Indian tribe owns, charters, registers or authorizes to conduct business if entity accompanies document with certificate showing that tribe owned, chartered or registered entity or authorized entity to conduct business. Becomes operative July 1, 2020. Takes effect on 91st day following adjournment sine die.
