Provides that Attorney General and ] court must presume that resolution agreement that ends dispute over alleged infringement of patent or violation of other protection for protected drug has anticompetitive effects if alleged infringer receives item of value as part of or in connection with resolution agreement or if alleged infringer agrees to limit or stop researching, developing, manufacturing, marketing or selling competing drug. Specifies basis on which party to resolution agreement may overcome presumption. Provides that Attorney General may bring action to recover civil penalty for violations of Act in amount that is equivalent to three times value of item of value that alleged infringer received or $10 million per violation , whichever is greater. Renames Children's Advocate to Human Services Ombudsperson. Renames Office of Children's Advocate to Office of the Human Services Ombuds. Expands scope of office duties to include matters relating to elderly person and vulnerable adult abuse. Authorizes Director of Human Services to terminate Human Services Ombudsperson for just cause.

Requires Secretary of State to ensure that county election officials conduct election recounts in manner that is consistent, transparent, accurate and pursuant to all applicable laws in recounts conducted in more than one county ] statewide ballot measures or involving nomination or election of member of Legislative Assembly ] listed public offices . Requires county clerk to provide notice to Secretary of State of date, time and location of recount and information regarding all aspects of recount process. Requires Secretary of State to ensure consistency in recount processes across counties involved in recount to extent practicable and to be responsible for certification of results of election or nomination.
Repeals requirement that Division of Child Support provide certain spousal support enforcement services for obligees who receive public assistance but who are not also receiving child support enforcement services.
Allows exception to requirement for property tax exemption that property of industry apprenticeship or training trust be actually and exclusively occupied and used for purposes of industry apprenticeship or training trust for occasional use by corporation exempt from federal income tax for purposes for which corporation is granted federal exemption. Takes effect on 91st day following adjournment sine die.
Authorizes county court to order tax collector to cancel property taxes assessed on certain public real and personal property upon request of tax collector and district attorney who determine such taxes to be wholly uncollectible. ] Cancels outstanding ad valorem property taxes and interest assessed on property transferred from federal government to port district. Cancels ad valorem property taxes and interest that have been outstanding since before January 1, 2012, assessed on real property owned by port without working waterfront, provided tax collector has exhausted all remedies provided by law for collection.
