HB 2769: Relating to a consultant selection process for a public contract for certain services; and prescribing an effective date.

Permits contracting agency, in conducting procurement for architectural, engineering, photogrammetric mapping, transportation planning and land surveying services, to consider pricing policies, proposals and other pricing information as part of screening and selection of consultants in specified circumstances. Specifies allowable contents of pricing proposals. Specifies protest rights for prospective consultants. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

HB 2462: Relating to persons with military service involved in the criminal justice system.

Directs court to, at time of arraignment, notify defendant that status as servicemember may make defendant eligible for treatment programs, diversion, specialty courts or sentencing mitigation. Prohibits use of defendant's status as servicemember from being used as aggravating factor for purposes of sentencing. Directs court to, upon dismissal or entry of judgment in criminal proceeding, provide Oregon Criminal Justice Commission with specified information concerning defendant when court has been notified that defendant is servicemember. Directs commission to provide biannual report to Legislative Assembly on information received from courts concerning servicemember defendants. ] Directs Department of Veterans' Affairs to conduct study on establishing pilot program with purpose of assisting servicemembers involved in criminal justice system and present report on findings to interim committees of Legislative Assembly related to veterans' affairs on or before September 15, 2020. ] Takes effect on 91st day following adjournment sine die. ].

HB 2485: Relating to condominiums.

Establishes procedures for adoption of restated declaration, restated assignment of use of limited common elements and restated bylaws by condominium association. Requires Real Estate Commissioner approval of restated declarations, limited residential condominium disclosure statements, nonresidential condominium documentation and amendments to declarations of condominiums. Establishes submission requirements and procedure for commissioner approval. Requires amendment procedures contained in bylaws of condominium to be consistent with provisions of law in effect at time of recording.

HB 2466: Relating to financial practices in associations.

Requires certain homeowners associations and all condominium unit owners associations to be audited by certified public accountant at least once every three years if annual assessments exceed $500,000 ] carry fidelity bond coverage, unless owners and board have elected otherwise in the preceeding year .

HB 2933: Relating to workforce development in the Eastern Oregon Border Economic Development Region; and declaring an emergency.

Clarifies, for purposes of Eastern Oregon Border Economic Development Board activities, that "workforce development" includes development of residential housing necessary to attract and keep employees in Eastern Oregon Border Economic Development Region. Authorizes Oregon Business Development Department to enter into intergovernmental agreements as necessary for administration of Eastern Oregon Border Economic Development Board Fund. Declares emergency, effective on passage.
