SB 109: Relating to real estate appraisals.

Specifies that certain documents prepared by or for internal use of financial institutions are not real estate appraisal activity requiring preparer of document to carry real estate appraiser certification, license or registration. Provides that real estate appraisal activity does not include certain evaluations performed by state licensed appraiser or state certified appraiser if evaluation includes prescribed disclaimer.

HB 3200: Relating to marijuana production; and prescribing an effective date.

Requires applicant for marijuana production license that does not own premises at which marijuana will be produced to submit signed informed consent of owner of premises to Oregon Liquor Control Commission. Requires applicant for marijuana grow site registration that does not own certain premises of marijuana grow site to submit signed informed consent of owner of premises to Oregon Health Authority. Takes effect on 91st day following adjournment sine die.

HB 2464: Relating to the Child Abuse Multidisciplinary Intervention Program; and prescribing an effective date.

Modifies terminology regarding recipients of grants from Child Abuse Multidisciplinary Intervention Program. Directs administrator of program to establish, by rule, minimum facility standards and minimum forensic interview training standards consistent with national standards. Expands eligible grant recipients to include entities providing training and technical assistance to children's advocacy centers or regional children's advocacy centers. Removes naturopathic physicians from list of medical professionals who conduct medical assessments for child abuse assessments. Takes effect on 91st day following adjournment sine die.

HB 3030: Relating to professional authorizations; and prescribing an effective date.

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.

HB 3289: Relating to correctional facilities; and prescribing an effective date.

Directs Department of Corrections ] Oregon Criminal Justice Commission to conduct study ] studies on local and regional correctional facility siting process and ] data collection and provision of health care. Directs commission to convene advisory council for studies. Directs local and regional correctional facilities to submit data for studies no later than January 1, 2020. Directs commission to present report on findings to interim committees of Legislative Assembly related to judiciary on or before September 15, 2020. Sunsets January 2, 2021. Repeals statutes requiring sheriff to house federal prisoners in local correctional facility at expense of United States. Takes effect on 91st day following adjournment sine die.

HB 2101: Relating to audits of partnerships; and prescribing an effective date.

Establishes partnership and partner audit procedures for Department of Revenue in conformity with federal centralized partnership audit regime. Allows department to issue assessment and collect taxes at partnership level based on adjustments arising from federal partnership-level audit or administrative adjustment request. Applies to partnership adjustments for partnership tax years beginning on or after January 1, 2018. Provides that election by pass-through entity to file composite return is irrevocable. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

HB 2119: Relating to tax administration; and prescribing an effective date.

Requires Department of Revenue to disseminate information on withholding of personal income tax by employer on behalf of employees, in lieu of preparation of withholding table. Allows department to determine amount, form and manner of withholding of tax. Disconnects from federal personal income tax withholding provisions. Aligns terminology with income tax statutes and current practice. Takes effect on 91st day following adjournment sine die.

SB 39: Relating to exemptions from registration in occupations regulated by the State Board of Examiners for Engineering and Land Surveying.

Replaces exemption from laws regulating practice of engineering, land surveying and photogrammetric mapping with exemption from registration requirement. Modifies exemption of employee or subordinate of registered professional engineer from statutes regulating practice of engineering. Revises terminology regarding exempted entities. Rearranges exemption provisions.

SB 9: Relating to insulin; and declaring an emergency.

Allows pharmacists to prescribe and dispense emergency refills of insulin and associated insulin-related devices and supplies. Defines "insulin" and "insulin-related devices and supplies." Prohibits person from receiving more than three emergency refills of insulin and insulin-related devices and supplies in calendar year. Requires medical assistance programs and health benefit plans to reimburse for prescriptions made by pharmacists and services provided by pharmacists related to prescriptions for emergency refills of insulin and insulin-related devices and supplies . Declares emergency, effective on passage.

SB 31: Relating to persons with disabilities.

Permits Oregon Public Guardian and Conservator to establish county, regional and statewide high-risk teams to determine ] identify options available for addressing safety risks facing highly vulnerable adults. Permits high-risk teams to disclose protected health information and other confidential information in certain situations.
