Directs Department of Education to conduct study to examine best methods for funding state's system of kindergarten through grade 12 public education. ] Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2020. ] Establishes Fund for Student Success. Specifies uses of fund, including transfers to State School Fund, Student Investment Account, Statewide Education Initiatives Account and Early Learning Account. Directs moneys to be transferred to State School Fund from Fund for Student Success. Increases fiscal year limit for transfers from State School Fund to High Cost Disabilities Account. Establishes Student Investment Account for purpose of distributing grants to school districts and certain public charter schools. Prescribes allowed uses for grant moneys, grant application requirements, inclusion of performance growth targets into grant agreements, calculation of grant amounts and accountability measures. Directs Department of Education to provide technical assistance related to grants, including coaching programs for grant recipients that did not meet performance growth targets and intensive program for high needs school districts. Directs department to make annual report to committees of Legislative Assembly related to education. Establishes Statewide Education Initiatives Account. Prescribes allowed uses of account. Provides for expansion of school breakfast and lunch programs, operation of youth reengagement system, establishment of Statewide School Safety and Prevention System, development and provision of statewide equity initiatives, provision of summer learning program for certain schools and funding for early warning system for high school graduation and directs Department of Education to fund those programs through account. Directs department and Educator Advancement Council to develop plan funded by account that would provide effective combination of programs and initiatives for professional development of educators. Establishes Early Learning Account. Prescribes allowed uses of account. Establishes Early Childhood Equity Fund. Provides for early childhood support grant program, to be funded by account. Decreases personal income tax rates. Imposes corporate activity tax, to be measured by commercial activity, defined as total amount arising from person's transactions and activity in regular course of business. Exempts persons with taxable commercial activity of $1 million or less. Defines additional excluded persons exempt from corporate activity tax. Allows subtraction for percentage of taxpayer's cost inputs or labor costs. Includes provision for sourcing of commercial activity to state. Requires persons and unitary groups with commercial activity above threshold to register with Department of Revenue. Preempts local government imposition of taxes upon commercial activity or receipts from grocery sales, other than existing taxes. Transfers net revenues from corporate activity tax to Fund for Student Success. Defines terms. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Provides procedure for certain persons that hold interest in real property to request and obtain lien information statement that shows amounts necessary to satisfy encumbrance against real property from other person that holds encumbrance. ] Requires encumbrance holder to respond to request for lien information statement within 30 days after receiving request. Permits encumbrance holder to require evidence that person requesting lien information statement is authorized recipient. Specifies model form for request and information that lien information statement must include. ] Provides remedies for encumbrance holder's failure to provide lien information statement or to postpone action or proceeding to enforce encumbrance to allow reasonable time for authorized recipient to satisfy encumbrance. ] Permits authorized recipient to treat lien information statement as payoff statement for purposes of satisfying obligation that encumbrance secures. ] Permits person or agent of person that holds lien that encumbers real property to request statement from person that holds another lien that also encumbers same real property of amount that is necessary to pay off other lien. Permits person that receives request to provide statement without permission of obligor on other lien unless federal or state law requires obligor's consent.

Requires certain state agencies ] department and authority to take actions under certain circumstances as necessary to retain protections afforded by certain federal environmental laws as in effect on January 19, 2017.
Makes employer's failure to comply with requirements of Oregon Retirement Savings Plan unlawful practice. Allows employee to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice. Authorizes Oregon Retirement Savings Board to request that commissioner investigate employer's compliance with requirements of plan. Requires ] Provides that commissioner to ] may investigate employer's compliance upon receipt of employee complaint or upon receipt of request of board. Requires commissioner to inform board of commissioner's findings ] any final order determinations regarding employer's compliance. Requires board to include findings ] final order determinations in annual report. Authorizes commissioner to assess civil penalty up to certain amount for unlawful practice. Permits commissioner to adjust amount of civil penalty upon showing of mitigating or aggravating circumstances. Requires that moneys recovered from penalty be applied first toward reimbursement of costs commissioner incurred in conducting inquires and investigations. Prohibits ] Conditionally exempts from disclosure, pursuant to public records request, of ] contents of reports made through Department of State Police statewide tip line unless public interest requires disclosure in particular instance. Provides that personally identifiable information is not subject to public interest balancing . Authorizes disclosure to tip line staff, service providers, law enforcement and specified education persons for purpose of follow-up contact to provide or obtain further information. Provides that further information may be disclosed only to persons authorized to receive tip line information. Permits department to disclose aggregated or summary tip line information for reporting and public education purposes. Takes effect on 91st day following adjournment sine die.
