HB 2013: Relating to court orders; and declaring an emergency.

Provides that person subject to certain court protective orders is prohibited from possessing firearms if person had opportunity to be heard on order and did not request hearing , failed to appear at hearing or withdrew request before hearing occurred. Punishes violation of prohibition by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires court to order relinquishment of firearms and ammunition when person is convicted of certain domestic violence offenses or subject to certain court orders. Requires person to transfer firearms and ammunition within 24 hours of court order. Requires court to notify district attorney and Department of State Police if person does not file affidavit or declaration concerning possession of firearms. ] Requires person to file declaration concerning disposition of firearms and ammunition within two judicial days of order. Authorizes contempt proceedings against person who does not file declaration. Requires law enforcement agency that takes custody of firearms pursuant to relinquishment order to notify Department of Justice and perform criminal background check prior to law enforcement agency's return of firearms. Declares emergency, effective on passage.

SB 358: Relating to regulation of lawyers; and prescribing an effective date.

Removes provisions prohibiting Oregon State Bar from charging membership fees to members admitted to practice law for 50 years or more. Modifies provisions relating to information provided to bar by Department of Revenue. Provides that investigatory information developed or obtained by bar from department is confidential except in certain circumstances. Modifies provisions regarding submission of certification and disclosures for lawyer trust accounts. Modifies provisions regarding board of governors of bar. Clarifies that statutes relating to bar do not affect authority of Supreme Court to adopt rules for operation of courts. Takes effect on 91st day following adjournment sine die.

HB 2458: Relating to tax exemption for property of certain cooperatives used to heat water by combustion of biomass; and prescribing an effective date.

Exempts from ad valorem property taxation property that is owned or used by cooperative for purpose of providing steam or hot water heat by combustion of biomass. Applies only to cooperative whose property is subject to central assessment, if more than 50 percent of interest in cooperative is owned by public entities whose property is exempt from ad valorem property taxation by virtue of such public ownership. Takes effect on 91st day following adjournment sine die.

SB 177: Relating to palliative care; and prescribing an effective date.

Requires hospice program licensed by Oregon Health Authority to identify patients in need of palliative care, provide information to patients, residents and families of patients about palliative care and facilitate patient access to palliative care. ] Permits licensed hospice program to provide palliative care without obtaining in-home care agency license. Takes effect on 91st day following adjournment sine die.

HB 2577: Relating to annexations; and declaring an emergency.

Requires minimum three-year delay of effective date for annexation of property that is zoned to allow residential use as permitted use in zone and is in residential use when annexation is initiated. Authorizes record owner of such real property located in territory to be annexed to waive delay of effective date. Declares emergency, effective on passage.

HB 2011: Relating to cultural competency continuing education; and prescribing an effective date.

Requires specified professional regulatory boards to require persons authorized to practice professions regulated by board to complete cultural competency continuing education. Exempts from requirements persons who are retired or not actively practicing profession. Takes effect on 91st day following adjournment sine die.
