SB 16: Relating to special education services; and declaring an emergency.

Specifies types of licensed health care practitioners authorized to perform assessments or examinations for purposes of determining special education services eligibility. Requires practitioners to report information obtained in assessment or examination to school district. Declares emergency, effective on passage.

SB 5534: Relating to the financial administration of the Public Utility Commission of Oregon; and declaring an emergency.

Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Public Utility Commission of Oregon. Limits biennial expenditures by commission from federal funds. Authorizes specified nonlimited expenditures. Declares emergency, effective July 1, 2019.

SB 8: Relating to affordable development.

Requires petitioners to pay costs and attorney fees, including on appeal, to prevailing intervening developers of affordable developments that were approved by local government. ] Requires Land Use Board of Appeals to award local governments and applicants their expenses and attorney fees against petitioners if affirming local government's approval of publicly supporting housing.

SB 804: Relating to cross-reporting of child abuse; and declaring an emergency.

Modifies child abuse reporting requirements to require Department of Human Services to notify law enforcement agency within county where alleged child abuse occurred. ] Directs Department of Human Services, after receiving report of alleged child abuse, to notify law enforcement agency where alleged abuse occurred, if county is known. If county is unknown, prescribes which law enforcement agencies department is required to notify. Directs department to adopt rules requiring certain notifications of child abuse reports to be made within five days after receipt. ] Modifies department's rulemaking authority regarding cross-reporting requirements. Declares emergency, effective on passage.

HB 2496: Relating to energy conservation in public buildings; and prescribing an effective date.

Includes battery storage in definition of "green energy technology." Defines "total contract price." Permits contracting agency, as alternative to including green energy technology in construction, reconstruction or major renovation of public building, to make expenditure to improve energy use efficiency in public building. Adds requirement to show results of analysis of total solar resource fraction that applies to site on which contracting agency intends to construct green energy technology that uses solar energy for space or water heating or to generate electricity. Permits contracting agency to use green energy for space or water heating or to generate electricity if total solar resource fraction exceeds 75 percent. Permits contracting agency to enter into agreement with another contracting agency to pool resources or share costs related to including green energy technology or woody biomass energy technology or making expenditure to improve building energy use efficiency in construction, reconstruction or major renovation ] consolidate in one public building, or in one location away from site of public building, all or substantial proportion of green energy technology that contracting agency would otherwise include as part of construction, reconstruction or major renovation of public building if total amount that contracting agency expends on green energy technology is aggregate of all amounts contracting agency must expend on each public building that is part of same project and if project, taken as whole, otherwise meets requirements of Act . Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

HB 2033: Relating to child welfare caseworkers.

Removes ] Modifies minimum degree requirements for individuals who conduct child abuse investigations or make determinations regarding protective custody of children. Directs Department of Human Services to establish minimum qualifications for such individuals by rule. ] Removes exception to degree requirements for certain Department of Human Services employees.
