SB 450: Relating to compliance with least-cost policy for public improvements as condition for certain fuel tax increases; and prescribing an effective date.

Removes from conditions for increases in fuel taxes scheduled for 2022 and 2024 requirement related to compliance with laws requiring least cost ] least-cost for construction of public improvements by contracting agencies scheduled to receive fuel tax revenue from increases. Replaces removed condition with requirement that Department of Transportation withhold increased revenues from contracting agency that is materially noncompliant with least cost laws for construction of public improvements until contracting agency is found to be materially compliant with such laws or enters into agreement to remedy noncompliance ] Commissioner of Bureau of Labor and Industries has found to have violated least-cost laws for construction of public improvements within five years immediately preceding date of finding, or to have breached agreement to remedy a violation, until final resolution of violation or breach . Takes effect on 91st day following adjournment sine die.

SB 62: Relating to medical imaging.

Prohibits employing person that employer knows, or with exercise of reasonable care should know, is not licensed or permitted to practice medical imaging modality. Prohibits making false statement on application for authorization to practice medical imaging modality if applicant knows, or with exercise of reasonable care should know, statement is false.

HB 5016: Relating to state financial administration; and declaring an emergency.

Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures from lottery moneys allocated from Administrative Services Economic Development Fund to department for State School Fund. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Specifies, for 2019 and 2020 fiscal years, total amount that department may spend from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Declares emergency, effective July 1, 2019.

SB 52: Relating to policies on student suicide prevention; and declaring an emergency.

Requires school district to adopt policy requiring comprehensive district plan on student suicide prevention. Prescribes requirements of policy ] plan . Directs school district to adopt policy by beginning of 2020-2021 school year. Declares emergency, effective on passage.
