SB 373: Relating to records of individuals placed under the jurisdiction of the Psychiatric Security Review Board; and prescribing an effective date.

Exempts from public records disclosure medical records of individuals under jurisdiction of Psychiatric Security Review Board that are maintained by board. ] Expands public records law references that govern confidentiality of records maintained by Psychiatric Security Review Board. Takes effect on 91st day following adjournment sine die.

SB 5508: Relating to the financial administration of the Employment Department; and declaring an emergency.

Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and certain federal funds, but excluding lottery funds and other federal funds, collected or received by Employment Department. Appropriates moneys from certain federal funds to department for certain purposes. Appropriates moneys from Employment Department Special Administrative Fund for certain purposes. Limits biennial expenditures by department from other federal funds. Authorizes specified nonlimited expenditures. Declares emergency, effective July 1, 2019.

SB 597: Relating to indictments.

Authorizes use of pseudonym, initials or other signifier instead of name of witness or ] victim , or witness if witness is also victim, in indictment when specified requirements are met. Limits disclosure ] Provides for confidentiality of document containing name of witness or victim until entry of final judgment on case unless court orders otherwise based on finding of good cause .

SB 253: Relating to local public health authorities; and declaring an emergency.

Authorizes Public Health Officer to appoint local health officer in certain counties. Allows Oregon Health Authority discretion to determine effective date of transfer of responsibility from local public health authority to Oregon Health Authority. Requires written agreement between Oregon Health Authority and governing body of county or local public health authority regarding transfer. Allows for transfer back of duties to local public health authority. Requires written agreement between Oregon Health Authority and governing body of county or local public health authority regarding transfer back. Declares emergency, effective on passage.

SB 234: Relating to veterans.

Directs Department of Veterans' Affairs to submit report to interim legislative committees, no later than July 1, 2020, regarding provision of veterans' services. ] Declares emergency, effective on passage. ] Removes exclusion of students receiving federal vocational rehabilitation education benefits from section providing for resident rate tuition at public universities and community colleges for students who served, or who are dependents of someone who served, in Armed Forces or international position.

HB 2447: Relating to the future of health care delivery in Oregon.

Requires Director of the Oregon Health Authority to provide forum for all vertically integrated, nonprofit health care systems in Oregon to collaborate to envision health care delivery system for Oregon's future. Requires supervision of collaboration by director or director's designee and exempts collaborative activities from federal antitrust law under state action doctrine.

HB 2601: Relating to guardianships.

Limits guardian's authority to limit protected person's preferred associations with third parties. Permits interested person to move court to review guardian's power to limit protected person's associations and requires court to conduct hearing . Permits court to remove guardian for unreasonably limiting protected person's associations or failing to perform certain duties. Requires guardian to utilize substituted judgment standard for making decisions on behalf of protected person. Permits guardian to utilize best interest standard if guardian is unable to determine protected person's preferences.

SB 637: Relating to disposition of utility property.

Raises statutory threshold for requiring public utility to receive Public Utility Commission approval for disposition of certain property from $100,000 to $1 million. Requires public utility to submit annual report to commission summarizing transactions for disposition of property valued in excess of $25,000 but less than $1 million. Repeals requirement that public utility notify commission of disposition of certain property valued in excess of $25,000 but less than $100,000. Requires public utility to determine value of property for purposes of compliance with statutory thresholds based on portion of value of property recognized as basis of operating expense or capital expenditure in Oregon rate valuation or other hearing or proceeding.

HB 2023: Relating to inclusive education.

Directs State Board of Education to ensure that academic content standards for certain subjects include sufficient instruction on histories, contributions and perspectives of certain classifications of individuals. Directs district school boards, State Board of Education and committees or officers responsible for adoption of textbooks and other instructional materials to ensure textbooks and other instructional materials adequately address roles in and contributions to economic, political and social development of Oregon and United States by certain classifications of individuals. Directs Department of Education to provide professional development to teachers and administrators related to academic content standards and textbook selection. Declares emergency, effective July 1, 2019. ].
