SB 696: Relating to mass gatherings.

Increases amount of insurance policy that may be required by county governing body to approve permit for outdoor mass gathering. Allows county governing body to require organizer of mass gathering to obtain insurance policy in amount commensurate with risk, but not exceeding limitation for liability of local public body under Oregon Tort Claims Act.

SB 759: Relating to possessory liens on motor vehicles that auction company stores; and declaring an emergency.

Provides that auction company has lien on motor vehicle that auction company possesses and stored on premises that auction company owns or controls. Permits auction company to title motor vehicle in name of auction company if motor vehicle remains unclaimed on auction company's premises for more than 30 days, in name of insurer that directed auction company to take possession of motor vehicle or in name of nonprofit organization that directed auction company to take possession of motor vehicle. Declares emergency, effective on passage.

SB 1049: Relating to public employee retirement; and declaring an emergency.

Directs Public Employees Retirement Board to study issues relating to Public Employees Retirement System and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. ] Redirects portion of employee contributions of member of Public Employees Retirement System to employee pension stability account. Directs Public Employees Retirement Board to apply amounts in account to pay costs of pension or other retirement benefits payable to member that accrue on or after July 1, 2020. Allows certain participating public employer making lump sum payment of employer contributions to choose year in which to begin using lump sum payment to offset employer contributions required of employer. Modifies provisions relating to pension obligation bonds. Directs board, in year 2019, to determine liabilities attributable to benefits to be provided to Tier 1 and 2 members and set employer contribution rates to ensure that liabilities will be funded 22 years after determination. Modifies provisions relating to investment options available under individual account program. Eliminates restrictions on reemployment of retired members of system until December 31, 2024. Requires employer of retired member to make additional employer contribution to system. Beginning in 2020, caps at $195,000 annual salary used to calculate final average salary for purposes of system. Transfers proceeds of sports betting games to Employer Incentive Fund. Modifies provisions relating to Employer Incentive Fund, School Districts Unfunded Liability Fund and Unfunded Actuarial Liability Resolution Program. Requires board to report to Joint Committee on Ways and Means or Joint Interim Committee on Ways and Means on proposed changes to actuarial methods and assumptions. Appropriates moneys for deposit in Employer Incentive Fund to match certain employer contributions. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party. Declares emergency, effective on passage.

SB 318: Relating to parenting time in family law proceedings.

Creates rebuttable presumption that equal parenting time is in best interests of child. Requires rebuttal of presumption by clear and convincing evidence. ] Permits court to order equal parenting time when developing detailed parenting plan. Permits court to deny request for equal parenting time in parenting plan if court determines, by written findings, that equal parenting time is not in best interests of child or endangers safety of parties.

SB 162: Relating to establishment of 529 accounts by taxpayers; and prescribing an effective date.

Provides that personal income taxpayer may elect to establish account in Oregon 529 Savings Network through election on tax return form ] means provided by Department of Revenue . Directs Department of Revenue to provide means for election on form. ] Authorizes Oregon 529 Savings Board to work in coordination with department to provide means for establishment of accounts. Applies to tax returns filed on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

SB 726: Relating to unlawful conduct in the workplace; and prescribing an effective date.

Makes unlawful employment practice for employer to request employee to ] enter agreement that would prevent employee from disclosing or discussing conduct that constitutes unlawful discrimination, including sexual assault. Allows civil and administrative remedies for violation against unlawful employment practice. Provides that employer may, in certain circumstances, enter into settlement, separation or severance agreement that includes provision that would prevent employee from disclosing or discussing such conduct or that would prohibit employee from seeking reemployment with employer as term or condition of agreement. Allows civil and administrative remedies for violation against unlawful practice. Makes unlawful employment practice for any person to aid, abet, incite, compel, coerce or conceal any acts prohibited under provisions of Act and any acts that constitute certain types of unlawful discrimination. Clarifies that employer's withholding of certain information from person who is owner, president, partner or corporate officer of employer, during course of employer's investigation, is not unlawful employment practice, provided that employer makes person aware of ongoing investigation. ] Allows person who is owner, president, partner or corporate officer to be held individually liable for engaging in prohibited acts. ] Requires all employers to adopt written policy containing procedures and practices for reduction and prevention of certain types of unlawful discrimination, including sexual assault. Requires employers to post notice ] make policy available to employees in workplace and provide employees with copy of policy at time of hire. Requires Bureau of Labor and Industries to make available on bureau's website model procedures or polices that employers may use to establish employer policies. Makes voidable any agreement to pay severance pay to person found to have engaged in conduct that violates employer's policies or provisions of Act and such violations were substantial contributing factor in causing separation from employment . Extends timeline for filing complaint with Commissioner of Bureau of Labor and Industries alleging certain unlawful employment practices. Extends statute of limitations from one year to seven ] five years to file civil action for certain violations of law. Provides that extended statute of limitations applies to certain conduct that occurs on or after effective date of Act. Requires commissioner to adopt any rules necessary to implement certain provisions of Act no later than 90 days after effective date. Becomes operative January ] October 1, 2020. Permits commissioner to adopt rules and take any action before operative date of Act that is necessary to enable bureau to exercise duties, powers and functions conferred on bureau. Takes effect on 91st day following adjournment sine die.

SB 970: Relating to housing.

Limits applicable screening criteria for residential landlords. Requires facility landlords to provide tenant handbook regarding rights in selling tenant's manufactured dwelling or floating home. Requires landlord to allow tenant marketing manufactured dwelling or floating home for sale to sublease dwelling if landlord rents landlord's own units. Shortens time landlord may evaluate prospective purchaser in facility. ] Increases civil penalties for certain facility landlords.

SB 77: Relating to virtual racing; and declaring an emergency.
