HB 3723: Relating to registering to vote by voter registration card; declaring an emergency.

Repeals the automatic transfer of voter registration information from the Department of Transportation and the Oregon Health Authority to the Secretary of State. Repeals the process for registration of those persons who are at least 16 years of age. Declares an emergency, effective on passage.

HB 2891: Relating to personnel records kept for faculty members at institutions of higher education.

Restricts the number of personnel records concerning faculty members that a community college may maintain. Provides that a faculty member may respond to information in a personnel record. Prohibits a community college or public university from basing an evaluation of a faculty member on information from personnel records other than authorized personnel records. Permits a faculty member to bring an action for damages or other equitable relief against a public university community college or individuals who participate in an evaluation in violation of the prohibition. Becomes operative January 1, 2027.

HB 3087: Relating to renewable energy; prescribing an effective date.

Creates an income or corporate excise tax credit for the amount paid by an owner of an eligible generation facility for transmission services. Directs that the amount paid, for purposes of the tax credit, shall be calculated as the sum of amounts paid by the owner to the Bonneville Power Administration or an electric utility for up to 600 megawatts of the eligible generation facility's nameplate capacity and to other parties. Applies to tax years beginning on or after January 1, 2026, and to eligible generation facilities first placed in service on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

HB 2937: Relating to public health testing.

Directs the Oregon Health Authority to maintain a state public health laboratory, administer a newborn bloodspot screening program and implement additional programs related to newborn bloodspot screening. Requires health care providers and health care facilities to ensure collection and delivery of specimens for newborn bloodspot screening and report certain test results to the authority. Creates an exemption for parents or guardians who oppose screening of an infant for religious or philosophical reasons.
