SB 44: Relating to the State Board of Geologist Examiners.

Authorizes State Board of Geologist Examiners to enter into interagency agreement with another state agency to provide for sharing of administrator. Permits State Board of Geologist Examiners to determine by rule requirements to receive certification in geology specialty.

SB 250: Relating to health insurance.

Adopts Fry Graph Readability Formula for health insurance policies and materials approved by Department of Consumer and Business Services. Repeals mandatory terms for certain policy provisions and requires department to prescribe or approve terms. ] Prohibits individual from being excluded from participation in or denied benefits under health benefit plan issued or delivered in this state based on actual or perceived race, color, national origin, sex, sexual orientation, gender identity, age or disability. Allows Oregon residents to be insured under master group policies issued outside of Oregon. Authorizes Director of Department of Consumer and Business Services to assess fee on insurer that is exempt from covering benefit required under ORS chapter 743A or other Insurance Code provision to prevent insurer from gaining market advantage due to exemption. Applies requirements for mental health parity to individual health benefit plans, other than grandfathered health plans. Exempts, from requirements applicable to health benefit plans issued to small employers, individual health benefit plans for which employee of small employer pays premiums from funds in health reimbursement arrangement established by employer. Requires individual health benefit plans to be offered on guaranteed issue basis without preexisting condition exclusions. Specifies exception. Allows Department of Consumer and Business Services to certify more than one bronze plan and silver plan.

HB 2834: Relating to wildlife corridors.

Requires State Department of Fish and Wildlife, in consultation ] cooperation with Department of Transportation, to develop Wildlife Corridor and Safe Road Crossing ] Action Plan for use by state agencies. Specifies certain content for inclusion in plan. Requires periodic plan updates. Requires State Department of Fish and Wildlife to post report of proposed plan or of proposed updates on website and deliver report to legislative committee ] committees relating to natural resources. Requires department to prepare report regarding operation of program, post report on website and deliver report to legislative committee ] committees relating to natural resources. Requires department to periodically review statutes and rules affecting wildlife corridors and to include findings in report of program operation. Requires state agencies to cooperate with department in plan development. Requires Department of Transportation to develop program for reducing wildlife-vehicle collisions in areas where wildlife corridors intersect with proposed or existing public roads. Requires department to incorporate wildlife corridors into design options for road projects having potential to threaten wildlife habitat connectivity ] create or modify infrastructure to reduce wildlife-vehicle collisions . Requires inclusion of mitigation plan in road project environmental impact statement. ] Requires department to biennially report on program to legislative committees relating to natural resources.

SB 475: Relating to the well-being of children in substitute care placements.

Directs Department of Human Services to conduct monthly, in-person visits with child or ward in substitute care that include updates on academic status and progress. Directs department to conduct exit interview with child or ward no later than 30 days after department removes child or ward from substitute care placement. ] Directs department to ensure, with respect to school placement, that child or ward is not placed in more restrictive setting than child or ward was placed in at resident school district nor in self-contained classroom as opposed to all-inclusive placement. ] Requires department to ensure that child or ward 16 years of age or older has opportunity to create facilitated person centered plan before leaving substitute care. ] Permits school district to provide abbreviated school day program to foster youth student only if no appropriate alternative exists, student's case manager and foster parent are involved in decision and student's foster parent, case worker, education surrogate and Director of Human Services consent ] student's foster parent is provided opportunity to participate in decision and school district provides certain written information to foster parent .
