Directs the Oregon Health Authority to assess current fee-for-service billing practices and non-fee-for-service payment pathways for community health workers serving medical assistance recipients to identify improvements for ensuring adequate and sustainable funding. Directs the authority to provide technical assistance to coordinated care organizations , organizations that serve medical assistance recipients who are not enrolled in a coordinated care organization and community health worker organizations in establishing billing structures or alternative payment pathways for community health worker services. Sunsets January 2, 2027. Declares an emergency, effective July 1, 2025.
Requires the Attorney General to adopt and maintain a list of foreign adversaries who are ineligible to receive conveyances of farm or forest lands. Makes unauthorized conveyances void. Requires the State Department of Agriculture to create and publish an annual report relating to foreign ownership of agricultural lands and to deliver copies of the report to the Governor and to relevant interim committees of the Legislative Assembly. Requires school districts to develop, review or revise an individualized suicide prevention protection plan for each student who demonstrates suicidal behavior. Directs the Oregon Health and Science University to convene a work group to examine ways to improve individualized suicide prevention protection plans and manage disruptive classroom environments during a behavioral or mental health crisis.
Prohibits public universities in this state from increasing enrollment by more than five percent over the preceding academic year. Requires public universities to refer any application received by the university in excess of the limit on enrollment to the nearest community college and to specified public universities.
Directs the Department of Veterans' Affairs to establish a grant program for court and community care programs providing services to children of veterans and veteran families. Allocates lottery moneys from the Veterans' Services Fund for the program. Declares an emergency, effective on passage.
Requires the State Department of Fish and Wildlife to study stocking protocols for salmon and other fish. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.
