SB 134: Relating to behavioral health care; and prescribing an effective date.

Requires coordinated care organizations to publish on website document to educate members regarding treatment options and support resources available for members who have mental illnesses or substance use disorders. Directs Oregon Health Authority to adopt rules regarding coordinated care organizations' approach to addressing behavioral health care. Authorizes authority to adopt standards to accept and consider tribal-based behavioral health care practices for persons who are Native American or Alaska Native as equivalent to evidence-based practices. Requires medical assistance program to consider tribal-based behavioral health care practices for persons who are Native American or Alaska Native as equivalent to evidence-based practices and reimburse for tribal-based practices. Takes effect on 91st day following adjournment sine die.

SB 252: Relating to federal moneys received by the Oregon Military Department.

Provides that Oregon Military Department may select any available payment method for cooperative agreements with federal National Guard Bureau. If department selects advance payment method, prohibits department from incurring funding obligation payable or reimbursable from federal moneys under cooperative agreement unless department has available moneys sufficient to meet obligation. Authorizes department to adopt rules as necessary to maintain eligibility of state to receive advance payments under cooperative agreements. Authorizes State Treasurer to create accounts or subaccounts and adopt rules to maintain eligibility to receive advance funding under cooperative agreement with federal bureau. ] Authorizes State Treasurer, at request of department, to create accounts in State Treasury pursuant to cooperative agreement or related federal law. Continuously appropriates moneys in such accounts to department.

SB 72: Relating to the administration of state agencies.

Eliminates certain duties of Oregon Department of Administrative Services and other state agencies related to tracking and reporting of travel awards earned as part of official state business. Permits department to rent space other than office quarters to public or private persons at market rates. Consolidates multiple statutes relating to rental by department of unused space. Adjusts definition of "office building" for purposes of certain public facilities laws to include portions of buildings. Provides that exemption for state agencies from local parking code requirements extends to newly acquired buildings in addition to newly constructed or renovated buildings. Standardizes definitions of "state agency" used in portions of laws related to administration of public funds. Modifies references to discontinued Consumer Price Index in certain statutes. ] Modifies duties of department relating to telecommuting of state employees.

SB 807: Relating to vehicles.

Permits car rental company to submit application to register motor vehicle to Department of Transportation that does not include primary ownership record for motor vehicle and authorizes department to issue registration plates under certain circumstances.

HB 3401: Relating to commodity commissions; and declaring an emergency.

Abolishes Oregon Orchardgrass Seed Producers Commission on later of July 1, 2019, or one day after effective date of Act. Provides for Oregon Tall Fescue Commission to assume winding up of Oregon Orchardgrass Seed Producers Commission affairs. Requires Director of Agriculture to determine types and subtypes of commodities formerly assessed by Oregon Orchardgrass Seed Producers Commission that may be assessed by Oregon Tall Fescue Commission. Identifies administrative duties of type commodity commission may contract to have performed by independent contractor. Eliminates provision specifying commodity commission is not excluded from being independent contractor employer for purposes of unemployment compensation. Declares emergency, effective on passage.

SB 581: Relating to unmanned aircraft systems.

Increases criminal penalties for offense ] offenses relating to use of unmanned aircraft system to interfere with aircraft. Exempts certain educational institutions from requirement to register individual unmanned aircraft systems with Oregon Department of Aviation. Requires institutions to register with department as user of unmanned aircraft systems and maintain records of use of unmanned aircraft systems.

SB 362: Relating to notice of mental defense.

Requires defendant to file notice of intent to introduce evidence of mental defense at least 45 days before trial. Authorizes court, for good cause, to allow defendant to file notice within 45 days before trial.

SB 498: Relating to telephone services provided to inmates; and declaring an emergency.

Requires Department of Corrections to adopt rules that prohibit correctional facilities, and requires cities and counties to adopt ordinances that prohibit local correctional facilities, from having contract with provider of telephone services under which department, city, county or facility receives payment for telephone services provided to inmates of facility. ] Prohibits Department of Corrections from entering into contract with inmate telephone services provider that authorizes department to receive fee or commission other than reimbursement for expenses. Prohibits inmate telephone service provider from providing fee or commission to local or regional correctional facility, city or county other than authorized fee for completed calls. Requires that any commission or fee received by facility, city or county be deposited in Inmate Welfare Fund Account. Requires facility, city or county to prepare quarterly report, made available to public, concerning revenue received from inmate telephone service providers and expenditures of moneys in Inmate Welfare Fund Account. Specifies requirements for local or regional correctional facility, city or county issuing requests for proposals for inmate telephone service providers. Specifies requirements for contract including fees and rates that may be charged for telephone services. Authorizes Public Utility Commission to authorize by rule rates and fees in other amounts. Directs city or county that maintains local or regional correctional facility to establish Inmate Welfare Fund Account. Specifies manner in which moneys in fund may be expended. Declares emergency, effective July 1, 2019.

SB 11: Relating to rights of redemption.

Requires person who purchases residential real property after foreclosure complaint has been filed and before end of redemption period to provide notice to seller regarding relinquishment of interests in property and rights to surplus funds. Requires sheriff, before conducting execution sale of real property, to provide on website certain notice to debtor regarding offers to sell rights to surplus funds. Requires complaint in suit to foreclose residential trust deed to include notice to lien debtor regarding sales of redemption rights. Prohibits transferring right to redeem property to successor in interest by sale. ].

SB 370: Relating to federal inspections of records that employers use to verify the employment eligibility of an employee; and declaring an emergency.

Requires employer to provide notice to employees of upcoming inspection by federal agency of employer's records regarding identity and employment eligibility of employees within 72 hours ] three business days of employer's receipt of notice of inspection from agency. Establishes requirements for posting notice ] notifying employees of upcoming inspection and information that must be included in notice. Requires Commissioner of Bureau of Labor and Industries to generate and make available on Bureau of Labor and Industries website template for employers to use to comply with notice requirements and provide consultation, technical assistance and training to employers ]. Requires that commissioner make template available in certain languages. Allows employer to refuse to consent to entry by federal agency absent judicial warrant. ] Authorizes commissioner to adopt rules necessary to implement requirements of Act. ] Declares emergency, effective on passage.
