HB 2085: Relating to water impoundment safety; and prescribing an effective date.

Regulates construction and removal of dams. Provides for Water Resources Department inspection of dams and related information. Requires department to notify dam owner if department concludes that dam having significant hazard rating or high hazard rating has condition allegedly rendering dam unsafe or potentially unsafe. Requires informing dam owner of maintenance action need disclosed by inspection. Establishes processes for dam owner response, cooperative development of corrective action plan or use of proposed or final order to ensure corrective action or maintenance action by dam owner. Sets forth department and Water Resources Director enforcement authority regarding dams. Requires dam owner to supply department with certain contact information if dam lacks emergency action plan. Requires dam owner to periodically review and evaluate condition of dam. Establishes department authority regarding dam emergency action plan and emergency response exercises at dam having high hazard rating. Allows department to inspect, evaluate and assess additional forms of hydraulic structure with permission of owner. Allows department to provide recommendations, technical assistance, advice and emergency plan assistance regarding hydraulic structure. Authorizes director to impose civil penalty for certain violations under dam regulation program, not to exceed $2,000 per occurrence. Authorizes director to impose civil penalty for violation of certain orders related to dam regulatory program, not to exceed $5,000 ] $500 per month. Makes violation of certain director or appellate court orders misdemeanor punishable by maximum of six months' incarceration, $2,500 fine, or both. Becomes operative July 1, 2020. Takes effect on 91st day following adjournment sine die.

HB 2294: Relating to chronic wasting disease.

Requires that commercial product that contains or is derived from cervid urine and designed for luring, attracting or enticing cervids be from herd free of chronic wasting disease. ] Makes legislative findings regarding commercial cervid attractants as source of chronic wasting disease. Prohibits possession and use of commercial cervid attractants.

HB 2790: Relating to mass gatherings.

Expands definition of "outdoor mass gathering" to include certain rural gatherings. Allows counties to require outdoor mass gathering of more than 3,000 people , except agri-tourism events, to obtain land use permit. Allows counties to charge larger fee for approval of larger outdoor mass gathering.

HB 2059: Relating to State Department of Agriculture food establishment licenses; and declaring an emergency.

Extends sunset on State Department of Agriculture authority to annually impose limited fee increases for certain licenses related to food production. Establishes maximum fee for license following new sunset date to be last fee for license in effect prior to new sunset date. Corrects internal reference errors regarding licenses for various establishments dealing in meats. Declares emergency, effective on passage.

HB 2262: Relating to the governance structure of public education; and declaring an emergency.

Modifies duties and membership of Early Learning Council. Modifies purpose of Youth Development Council. Directs Higher Education Coordinating Commission to administer statewide longitudinal data system and to conduct statewide longitudinal studies and reporting of early learning, kindergarten through grade 12 education, higher education and workforce programs. Declares emergency, effective July 1, 2019.

SB 507: Relating to occupational diseases for purposes of workers' compensation for certain workers; and prescribing an effective date.

Specifies certain presumptions as to cause of ] compensability of covered employee's claim of benefits under workers' compensation law for death, disability or impairment of health of fire service professional, public safety personnel or employee of public or private safety agency with duties related to firefighting, police, ambulance or emergency medical services in claim for benefits related to occupational disease under workers' compensation law ]. Specifies standard of evidence necessary for rebuttal of presumption. Provides that insurer or self-insured employer may later deny compensability of claim if exposure to trauma ceases being of real importance or great consequence in causing disability, impairment of health or need for treatment. Defines "covered employee." Takes effect on 91st day following adjournment sine die.

SB 90: Relating to a restriction on restaurants providing single-use plastic straws to consumers; and declaring an emergency.

Prohibits food and beverage provider or convenience store from providing single-use plastic straw to consumer unless consumer specifically requests single-use plastic straw. Specifies exemptions from prohibition. Permits enforcement officer to enforce prohibition in course of conducting inspection of food and beverage provider or convenience store. Provides that violation of prohibition is subject to notice in first and second instance and to fine of $25 for each subsequent instance. Caps allowable fines at $300 during calendar year. Preempts local regulation after effective date of Act. Becomes operative on January 1, 2020. Declares emergency, effective on passage.

HB 2999: Relating to disability parking permits.

Directs Department of Transportation to issue up to two individual disability parking placards or decals upon request. ] Provides that temporary duplicate disabled person parking permit may be renewed by mail. Provides that temporary duplicate permit is valid for 120 days. Becomes operative on July 6, 2020.

HB 2030: Relating to higher education; and prescribing an effective date.

Clarifies authorities governing Office of Community Colleges and Workforce Development. Updates references to Office of Student Access and Completion to reflect current agency structure. Abolishes alternative student loan program. Establishes June 30, 2021, repeal for Oregon Troops to Teachers program and Oregon Roadmap to Language Excellence Scholarships. Clarifies that Higher Education Coordinating Commission, rather than Oregon Department of Administrative Services, is responsible for disbursement of state aid to community colleges. Gives commission implied and direct authority to exercise powers, duties and functions granted to commission by Legislative Assembly. Clarifies commission's use of fingerprints to conduct criminal background checks for specific positions. Clarifies contents of reports on review of employees at public institutions of higher education. Clarifies that public universities are eligible to participate in grant program for seismic rehabilitation of facilities. Clarifies Oregon Promise program grant amount person is eligible to receive in certain circumstances. Includes public universities in list of entities permitted to employ counselors who are not licensed. Takes effect on 91st day following adjournment sine die.

SB 388: Relating to pardons; and declaring an emergency.

Directs Governor or designee to notify district attorney and presiding judge of circuit court of county of conviction within 10 days of granting pardon. Directs Governor or designee to review pardons granted within five years prior to effective date of Act and notify district attorney and presiding judge of circuit court of county of conviction. Directs presiding judge to, upon receipt of notification, issue order sealing record of conviction and other official records of case. Exempts from sealing records related to pardon. Directs district attorney to notify victim concerning pardon and sealing of records. Authorizes person granted pardon more than five years before effective date of Act to request that Governor initiate process of sealing records. Directs district attorney to notify victim, and provide Governor with specified information, upon receiving copy of application for pardon, commutation or remission. Declares emergency, effective on passage.
