HB 2869: Relating to services provided by school districts.

HB 2869 requires Oregon school districts to withhold a portion of payment (retainage) from contractors until they complete services mandated by state or federal law. This applies to contracts for services like safety programs or educational support that schools are legally required to provide. The bill mandates that school districts include this withhold requirement in all procurement documents for such services and must actually retain the payment until work is finished and accepted. It ensures contractors complete their obligations before receiving full payment, protecting school districts from incomplete service delivery.

HB 3801: Relating to voluntary agreements among ground water users.

HB 3801 creates a formal process for groundwater users in Oregon to form voluntary agreements to manage shared water resources. The Water Resources Commission must approve written agreements that promote long-term groundwater stability, protect economic viability for users, and align with existing water laws - without requiring specific water-use reductions or minimum participation. Approved agreements become binding, replacing formal commission rules until terminated by mutual consent, agreement expiration, or a Commission order for non-compliance or changed conditions. This directly affects groundwater users (like farmers and communities) and requires them to report annual water use and meter wells under the agreement.

HB 2305: Relating to termination of residential tenancy for repeated violations.

HB 2305 allows Oregon landlords to terminate residential leases after a tenant commits a third serious lease violation (such as repeated late rent payments or material breaches like property damage) without giving the tenant a chance to fix the problem. To qualify, landlords must first provide two prior written notices allowing the tenant to correct violations, each including a warning that a third violation will result in no cure option. The third notice must explicitly state the tenant has no right to correct the violation and must specify the cause of termination. This applies to all residential leases, including manufactured home dwellings, and directly affects tenants with recurring lease noncompliance.
