HB 2223: Relating to coordinated care organizations; prescribing an effective date.

Requires coordinated care organizations to contract with providers outside of a particular geographic area when the area has limited access to a medical assistance care or service. Directs the Oregon Health Authority to identify the medical assistance care or services to which there is limited access. Takes effect on the 91st day following adjournment sine die.

HB 3251: Relating to leasing land for the placement of cell phone towers in rural areas; prescribing an effective date.

Directs the State Board of Forestry to allow the lease of land in Clatsop County and Tillamook County that is owned or managed by the board for telecommunications towers at the rate of $1,500 per year. Provides that on and after January 2, 2036, the rate shall change to a rate consistent with the rate for leasing land in federal forests for the same purpose. Takes effect on the 91st day following adjournment sine die.

HJR 9: Proposing an amendment to the Oregon Constitution relating to recall elections.

Digest: The measure asks voters to change when recall elections take place. (Flesch readability score: 74.8). Proposes an amendment to the Oregon Constitution to change when elections that consider the recall of an elected official must take place and to require the recall measure to be placed on the ballot for the next regularly scheduled election following the recall petition certification, or the following regularly scheduled election if the recall petition certification occurs after the filing deadline for the first election. Refers the proposed amendment to the voters at the next regular general election.

HB 3625: Relating to public safety.

Allows a public safety agency to charge fees to an entity that overuses the public safety services of the agency. Allows the public safety agency to request that the governing body of the jurisdiction in which the entity is located issue a notice to the entity about the overuse of public safety services. Requires the governing body to allow the entity an opportunity to cure the overuse. Allows the governing body to petition the Secretary of State to take action against the entity for failure to cure the overuse. Requires a public safety agency that imposes fees to annually report to the interim committees of the Legislative Assembly related to public safety. Sunsets on January 2, 2031.

HB 3509: Relating to coordinated care organization reserves.

Creates the Community Escrow Fund in the State Treasury to hold coordinated care organization restricted reserves. Allows a coordinated care organization to request from the Oregon Health Authority payments from the fund in amounts needed to pay costs not accounted for in establishing the coordinated care organization's global budget.

HB 3084: Relating to emergency management.

Directs specified state agencies to collaborate with local and regional officials to develop the CORE3 center. Directs state agencies to incorporate the CORE3 center in agency emergency planning. Directs specified state agencies to evaluate whether financial participation in the CORE3 center is advisable. Directs the Oregon Department of Administrative Services to issue a grant for the CORE3 center.

HB 3559: Relating to nicotine; declaring an emergency.

Prohibits distributing, selling, attempting to sell or allowing to be sold inhalant delivery systems in this state unless the inhalant delivery systems are listed in a directory maintained by the Attorney General. Requires manufacturers of inhalant delivery systems who want the inhalant delivery systems to be listed in the directory to submit an annual certification to the Attorney General attesting to compliance with federal marketing authorization requirements. Imposes certification fees and penalties. Defines "alternative nicotine products" and adds those products to existing provisions that apply to other tobacco products. Clarifies licensing requirements for distributors and delivery sellers of tobacco products. Prohibits the sale of flavored inhalant delivery systems that contain nicotine or nicotine analogues and that have not received a marketing authorization order from the United States Food and Drug Administration. Establishes new age verification requirements for the sale of tobacco products. Expands authority to seize and destroy unlawful tobacco products. Declares an emergency, effective on passage.

HB 3395: Relating to government ethics.

Requires the Oregon Government Ethics Commission to study government ethics. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to government ethics not later than September 15, 2026. Sunsets on January 2, 2027.

HB 3854: Relating to liability.

Prohibits the recovery from customers of certain costs and expenses that a public utility incurs as a result of negligence or a higher degree of fault on the part of the public utility. Requires an investor-owned electric utility to provide an incident report to the Department of the State Fire Marshal and the State Forestry Department whenever a fire-related incident occurs that is caused by the utility's electric power line and to provide a copy of the incident report to the Public Utility Commission. Provides that the incident report may be used as evidence. Specifies the recoverable economic damages allowed for damage or injury to property caused by a wildfire. Allows the use of other objectively verifiable information to determine fair market value.

HB 2820: Relating to compensation ratios in certain nonprofit corporations; prescribing an effective date.

Provides that a contracting agency may not accept a bid or proposal for a public contract from a covered entity for which the ratio between highest amount of total compensation and lowest amount of total compensation that the covered entity pays employees of the covered entity exceeds 50 to 1. Requires a contracting agency to disclose the prohibition in an advertisement or solicitation for the public contract and provide in the public contract that a failure to comply subjects the covered entity to a termination of the public contract and debarment or disqualification, as appropriate. Becomes operative on January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 3231: Relating to passenger rail; prescribing an effective date.

Requires the passenger rail plan to include strategies for upgrading and improving railroad track, strategies related to infrastructure and boosting capacity and information about federal grants sought and received. Requires the Department of Transportation to provide status updates on the plan no later than December 31 of each even-numbered year. Consolidates reports on passenger rail into one section of law. Takes effect on the 91st day following adjournment sine die.

HB 2520: Relating to tax credits for employment of qualified military veterans; prescribing an effective date.

Allows a credit against income taxes for up to three years for employment of qualified military veterans if the wage requirement is met. Applies to tax years beginning on or after January 1, 2027, and before January 1, 2033. Takes effect on the 91st day following adjournment sine die.
