HB 2660: Relating to eligibility for unemployment insurance benefits.

Removes prohibition on payment of unemployment insurance benefits to nonprofessional employees of educational institution providing facilities or janitorial services for weeks of unemployment commencing during period between two successive academic years or terms. Prohibits reimbursable employer from advising, or communicating conclusion to, employee about employee's eligibility for unemployment insurance benefits ] employer that is this state or political subdivision of this state from informing employee that employee is ineligible for unemployment insurance benefits unless Director of Employment Department has determined that employee is ineligible . Requires reimbursable ] employer that is this state or political subdivision of this state to provide employees with any information about eligibility for benefits that is provided to employer by Employment Department ] director . Authorizes reimbursable ] employer that is this state or political subdivision of this state to provide employees with any other information about eligibility for benefits that is approved by department ] director .

HB 2530: Relating to housing for veterans.

Requires persons who send or serve certain documents related to termination of tenancy, forcible entry or detainer , overdue loan payments for loans secured by residential real property ] and residential foreclosures to include certain information regarding assistance that may be available to veterans of armed forces. Directs Department of Veterans' Affairs and Housing and Community Services Department to jointly submit written report on veterans' housing programs to interim House committee related to veterans.

SB 321: Relating to post-conviction DNA testing.

Modifies procedures by which person convicted of felony initiates proceedings to obtain DNA testing. Directs State Court Administrator to develop forms for use during court proceedings on DNA test requests. Authorizes person requesting testing to file motion requesting property and evidence control and disposition records and other written materials relating to prior forensic testing. Modifies requirements of motion and accompanying documents for DNA testing. Requires person to serve district attorney with copy of all prior sworn statements of person concerning underlying prosecution. Modifies findings that, if made by court, require court to order DNA testing. Establishes findings that, if made by court, authorize court to order DNA testing. Creates procedures by which party seeking testing at certain laboratories may request court to order evaluation of laboratory in order for resulting DNA profile to be eligible for entry into state or national DNA index system. Provides that upon request to district attorney, victim has right to receive notice concerning DNA testing proceedings. Specifies when district attorneys must or may provide notification to crime victims.

SB 917: Relating to employers of care providers.

Prohibits long term care facilities, residential facilities, adult foster homes, child care facilities, child-caring agencies, foster homes, youth care centers, youth offender foster homes or other entities that are licensed, certified or registered to provide care to children, youth, individuals with disabilities or older adults from interfering with good faith disclosure of information by employees or volunteers about abuse or mistreatment of individuals cared for by entity, violations of state or federal laws or other practice that threatens health and safety of individuals cared for by entity, to regulatory agencies, law enforcement authorities, persons acting on behalf of individual and other specified individuals. Makes interfering with disclosure of information specified in Act unlawful employment practice.

SB 218: Relating to cannabis; and declaring an emergency.

Authorizes Oregon Liquor Control Commission to refuse to issue initial marijuana production licenses based on supply of and demand for marijuana. Directs commission to process certain applications for production licenses that were received on or before June 15, 2018. Requires commission to study effect of not issuing initial production licenses and report findings annually to interim committee of Legislative Assembly related to economic development. Sunsets January 2, 2022. Declares emergency, effective on passage.

HB 2399: Relating to crime.

Provides that state appeal from order allowing demurrer must be decided by appellate court within prescribed time limits. Provides that, for purposes of naming defendant in post-conviction relief petition, petitioner released on post-prison supervision shall be deemed to be imprisoned in institution from which petitioner was released. Corrects terminology in statute regulating contact with victims during post-conviction relief proceedings. Sets time limits for filing notice of cross-appeal in post-conviction relief proceeding. Specifies that Attorney General represents defendant on appeal from post-conviction relief judgment. Provides that, for purposes of theft offense, when value of property cannot reasonably be ascertained, value is presumed to be less than $100. Requires financial institution to respond electronically to electronic request from law enforcement agency for information concerning customer account information. Authorizes electronic signatures for search warrant affiants who swear to affidavit by telephone.

HB 2061: Relating to fees for animal feeding operations; and prescribing an effective date.

Changes structure for annual permit fees for confined animal feeding operations. Allows State Department of Agriculture to establish tiers within size categories for confined animal feeding operations for purposes of determining amount of mandatory annual permit fee assessment. Provides for department to establish annual permit fee for confined animal feeding operations and concentrated animal feeding operations. Requires department to establish permit application fees for new confined animal feeding operations or concentrated animal feeding operations or for transfer of permits for confined animal feeding operations or concentrated animal feeding operations. Becomes operative January 1, 2020. Takes effect on 91st day following adjournment sine die.
