SB 320: Relating to standards of time.

Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on daylight saving time except in portion of Oregon in Mountain Time Zone . Becomes operative at 2 a.m. on first Sunday of first November in which standard of time in California and Washington is one hour in advance of United States standard of time for California and Washington. November 7, 2021, which is first Sunday in November 2021. ] Refers Act to people for their approval or rejection at next regular general election. ] Repeals elimination of annual one-hour change in time and restores existing law if changes in standards of time have not become operative by December 1, 2029.

SB 977: Relating to courts; and declaring an emergency.

Repeals provisions relating to undertaking of justice of the peace. Provides that justice of the peace district in Crook County may include portion of city that is county seat for county or portion of city in which circuit court holds court. Permits judge of certain circuit court to be resident of or have principal office in judicial district adjacent to judicial district for which judge is elected or appointed. Declares emergency, effective on passage.

SB 731: Relating to political activity at public post-secondary institutions of education; and prescribing an effective date.

Authorizes recognized student government of community college or public university, or member of recognized student government, to make statement or issue resolution to promote or oppose gathering of signatures on initiative or referendum petition or adoption of ballot measure. Takes effect on 91st day following adjournment sine die. .

HB 2098: Relating to marijuana; and declaring an emergency.

Directs Oregon Liquor Control Commission to establish advisory committee to advise commission, Oregon Health Authority and State Department of Agriculture on standards for testing marijuana. Allows pharmacist to dispense to patient certain prescription drugs that contain one or more cannabinoids. Specifies that marijuana does not include certain prescription drugs that contain one or more cannabinoids. Authorizes commission to establish pilot programs to expand access to marijuana for medical use to registry identification cardholders and designated primary caregivers. Clarifies that applicant for marijuana producer license is not required to demonstrate continual registration as person responsible for medical marijuana grow site in order to use exemption from requirement to obtain land use compatibility statement as condition of licensure as marijuana producer applies to person responsible for medical marijuana grow site who has been continuously registered since January 1, 2015 ]. Defines "kief" and allows marijuana producer to produce and transfer kief. Prohibits person from producing, processing, transporting, delivering or selling marijuana item without valid license issued by commission. Exempts from prohibition on selling or delivering marijuana item to person under 21 years of age marijuana retailer authorized to sell or deliver marijuana items to registry identification cardholder who is at least 18 years of age. Directs commission to revoke marijuana retailer license if retailer fails to pay specified taxes or file specified returns. Increases civil penalty for violation of laws related to recreational marijuana from $5,000 to $10,000 per violation. Declares emergency, effective on passage.

SB 775: Relating to criminal records checks.

Requires agencies of state government to use Department of State Police for purposes of requesting ] conduct criminal records checks relating to employment by agency through Department of State Police . Establishes rebuttable presumption in claim for negligence based on defendant's failure to conduct adequate criminal records check that defendant was not negligent if defendant requested and received ] conducted criminal records check from ] through Department of State Police.

HB 2423: Relating to small homes; and prescribing an effective date.

Adopts Small Home Specialty Code to regulate construction of homes not more than 400 square feet in size. Requires amendment of Low-Rise Residential Dwelling Code to provide that Small Home Specialty Code supersedes conflicting provisions of Low-Rise Residential Dwelling Code. Authorizes municipal building official to alter, modify or waive specialty code requirements for small home if strict adherence to Small Home Specialty Code is impractical or infeasible. Requires that building permits and zoning permits for small home designate small home as single family project. Requires that certificate of occupancy for small home allow occupancy only for residential use as single family dwelling. Specifies application of fire sprinkler head and fire sprinkler system design criteria to small homes. Authorizes municipal building official to allow increased detection and occupant notification in lieu of fire sprinkler head or fire sprinkler system. Requires that small home be built with listed heat detector unit alarm or ] listed photoelectric smoke alarm. Sunsets Small Home Specialty Code and small home fire sprinkler design , heat detector ] and smoke alarm provisions on January 2, 2026. Takes effect October 1, 2019.

SB 590: Relating to beverages; and declaring an emergency.

Conditionally limits space considered to be occupied by dealer for purposes of obligation to redeem beverage containers. Repeals alcohol percentage limit for malt beverage labeled or otherwise designated as beer. Allows Oregon Liquor Control Commission to allow multiple brewery-public house licensees to operate at single premises. Allows brewery-public house licensee to produce malt beverages for other brewery-public house licensee under custom order agreement. Allows commercial airline holding full or limited on-premises sales license to accept delivery of, and store, alcoholic liquor at storage facility for subsequent retail sale to ticketed passengers aboard commercial airplane. Declares emergency, effective on passage.
