HB 2787: Relating to taxation for insurers that transact wet marine and transportation insurance.

Specifies that certain taxes related to transacting wet marine and transportation insurance in this state apply to authorized insurers. Specifies that rate of taxation that applies to insurance producers that transact wet marine and transportation insurance is premium tax that is equal to three-fourths of one percent of gross premiums insurance producer receives on insurance placed with unauthorized or nonadmitted insurers, if the insured's home state is Oregon. Requires producer of nonadmitted wet marine and transportation insurance to keep full and true record of each nonadmitted wet marine and transportation insurance contract placed on Oregon home state risk. Specifies required contents of record. Requires insurance producer that places wet marine and transportation insurance with nonadmitted insurer to collect taxes on insurance in addition to gross amount of premiums that producer and other intermediaries charge. Prohibits producer from absorbing or rebating any portion of taxes for any reason. Requires producer to file report with Director of Department of Consumer and Business Services. Permits director to collect taxes on 100 percent of gross amount of premiums on Oregon home state risks for purposes specified by law. Permits director to bring action against insurance producer to recover amount of unpaid tax.

SB 133: Relating to behavioral health care; and prescribing an effective date.

Directs Oregon Health Authority to develop training for frontline behavioral health providers. Defines "frontline behavioral health providers. ] Declares emergency, effective on passage. ] Prohibits provider of substance abuse, problem gambling or mental health services and support from accepting or paying patient referral bonus or falsely advertising individual's need for services or support or individual's eligibility to participate in medical assistance program. Takes effect on 91st day following adjournment sine die.

SB 665: Relating to responses to opioid overdoses in schools.

Directs State Board of Education to adopt rules for administration of naloxone or any similar medication designed to rapidly reverse overdose of opioid drug. Provides immunity from criminal action or for civil damages related to administration of naloxone or similar medication by trained school personnel.

HB 2916: Relating to transitional housing; and declaring an emergency.

Expands transitional housing accommodations allowed inside urban growth boundary to include other structures. Removes limits on operators of and number of campgrounds providing transitional housing accommodations. Removes authority of Department of Consumer and Business Services to apply specialty codes to transitional housing accommodations. Declares emergency, effective on passage.
