Prohibits a police officer involved in a use of deadly physical force incident from reviewing body camera recordings before participating in an interview about the incident. Creates an alternative court process for a person denied access to a public record consisting of a body camera recording of a law enforcement use of deadly physical force incident. Directs the Department of Public Safety Standards and Training to create technical standards for the maintenance and secure storage of body camera recordings.
Requires the Legislative Policy and Research Director to conduct a study regarding education outcomes. Directs the director to submit findings to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.
Adds two commissioners to the board of the Port of Morrow. Provides that the additional commissioners are appointed by the Governor from the port district at large. Requires that the additional commissioners have knowledge or experience in the trade sector.
Provides that the crime of buying or selling a person under 18 years of age includes conduct related to adoption. Creates the crime of unlawful adoption activity. Punishes by a maximum of 30 days' imprisonment, $1,250 fine, or both.
Proposes an amendment to the Oregon Constitution to establish the office of Lieutenant Governor and places the Lieutenant Governor first in the line to succeed the Governor if the Governor's office becomes vacant mid-term. Establishes the duration of the term of office of Lieutenant Governor at four years, but provides that the first term of office, elected in the 2028 regular general election, is only two years. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Requires the Secretary of State to publish a monthly statistical report on voter registrations for each county in this state. Specifies the statistical information to be included in the monthly report.
Provides that a person must be 18 years of age or older in order for the person to commit the crime of prostitution. Authorizes the taking of a child into protective custody when the child has engaged in or is at risk of engaging in a commercial sex act. Takes effect on the 91st day following adjournment sine die.
] Establishes the Public Drinking Water , Stormwater and Sewer Ratepayer Assistance Fund. Directs the Housing and Community Services Department to provide grants from moneys in the fund to qualified organizations to distribute water , stormwater and sewer bill payment assistance to low-income residential households. Takes effect on the 91st day following adjournment sine die.
Establishes the Task Force on Seismic Event Preparation. Directs the task force to conduct a study regarding the impacts of a major seismic event on children and to identify methods for preparing schools and communities to meet the needs of children following a major seismic event. Directs the task force to submit a report to an interim committee of the Legislative Assembly related to education no later than September 15, 2026. Sunsets task force on January 2, 2027. Declares an emergency, effective on passage.
Requires the Housing and Community Services Department to study homeownership and submit findings to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026.
Requires that rules adopted by the Department of Consumer and Business Services with respect to the registration of farmworker camps be consistent with federal regulations governing farmworker housing health and safety standards. Directs the department to register farmworker camps that comply with certain federal regulations. Becomes operative on January 1, 2028.
Requires the State Department of Fish and Wildlife to annually assess the effects of provisions related to the disposition of hatchery-produced fish carcasses and report the results to committees of the Legislative Assembly related to natural resources.
