Expands the definition of "local correctional facility" under the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program to allow people at other types of county facilities to receive opioid use disorder treatment and transition planning services.

Directs the Oregon Health Authority to establish a primary care provider loan repayment program to provide loan repayment subsidies to specified primary care providers. Defines "primary care provider." Directs the authority to establish a primary care incentive program to provide financial incentives to eligible primary care practices. Defines "primary care practice." Directs the authority to provide low-interest loans to eligible primary care practices to implement or upgrade interoperative electronic health records systems. Directs the authority, in collaboration with the Department of Consumer and Business Services, to [ establish ] develop and implement a centralized online portal for reporting data on health outcome and quality measures. Directs the authority and the department to convene a task force to assist in the development and implementation of the portal. Requires the authority and the department to report to the interim committees of the Legislative Assembly on [ the implementation of ] their progress in developing and implementing the portal. Directs the authority to study past barriers to and potential solutions for establishing a centralized system for health care practitioner credentialing information and report to the interim committees of the Legislative Assembly on the authority's findings and recommendations. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Department of Emergency Management to study and make recommendations regarding improvements to the operations of the department. Requires the department to submit a report on its findings by January 1, 2027.
Creates a pesticide licensing exemption for certain employees using a battery-powered device to apply pesticides. Takes effect on the 91st day following adjournment sine die.
Directs the Department of Veterans' Affairs to develop and implement one or more pilot programs statewide to provide training, job placement services, financial assistance, technical support and business creation assistance to veterans in the construction and construction materials industries. Permits the department to use moneys in the Veterans' Services Fund to develop, implement and maintain the pilot programs. Requires a report to the Legislative Assembly regarding the status of the pilot programs by September 15, 2026. Sunsets pilot programs on December 31, 2027. Declares an emergency, effective July 1, 2025.
Requires specified agencies to consider the effects of a proposed action on older adult populations. Establishes the Shared Future Oregon Task Force and specifies the task force's membership and duties. Sunsets the task force on January 2, 2027. Takes effect on the 91st day following adjournment sine die.
Authorizes a person to use dogs to hunt or pursue cougars on private property owned by the person or with the consent of the property owner. Instructs the State Fish and Wildlife Commission to assess cougar depredation of livestock, establish a threshold for chronic depredation of livestock and reduce cougar populations as needed to address chronic depredation.
Clarifies that a pharmacist may prescribe, dispense and administer medications for treatment of opioid use disorder. Allows pharmacists to register with the Drug Enforcement Administration of the United States Department of Justice for purposes of prescribing, dispensing and administering medications for treatment of opioid use disorder. Requires certain pharmacy prescription lockers to be registered with the State Board of Pharmacy. Defines "pharmacy prescription locker." Takes effect on the 91st day following adjournment sine die.
Directs the Department of Justice to review state statutes and administrative rules and determine whether each statute or rule is likely to be found unconstitutional under the reasoning and interpretation of the Fourteenth Amendment to the United States Constitution set forth in the Students for Fair Admissions case decided by the United States Supreme Court. Directs the department to report on its findings to a committee or interim committee related to the judiciary.
