SB 29: Relating to public health; and declaring an emergency.

Modifies terms ] term "venereal disease" and "sexually transmitted disease ] to "sexually transmitted infection." Clarifies hearings procedure for certificates of need for certain health care facilities. Authorizes Oregon Health Authority to collaborate with federal agencies for purposes of enforcement of laws regulating tobacco products and inhalant delivery systems. Clarifies complaint and investigation processes for certain regulated health professions. Includes representative from public safety answering point among membership of State Trauma Advisory Board and area trauma advisory boards. Replaces term "local health department" with "local public health authority." Exempts persons who process marijuana into medical cannabinoid products and cannabinoid concentrates from certain tracking requirements. Modifies application requirements for authorizations to practice art therapy, music therapy, lactation consultation or respiratory therapy or to practice as emergency medical services provider or environmental health specialist trainee. Requires applicant for construction of certain public pools to submit plan to authority for approval. Declares emergency, effective on passage.

HB 2631: Relating to legal services for women who are incarcerated; and declaring an emergency.

Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. HB 2106: Relating to land use; and declaring an emergency.

Allows dog training classes to be conducted in farm buildings existing on January 1, 2019, within counties that adopted marginal lands provisions. Allows counties to approve up to five additional one-year extensions of land use permits for residential development. Declares emergency, effective on passage.

HB 2509: Relating to checkout bags.

Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

SB 1041: Relating to the regulation of coordinated care organizations.

Grants to Oregon Health Authority powers to regulate financial condition of coordinated care organizations that align with powers of Department of Consumer and Business Services to regulate domestic insurers. Requires authority to convene advisory group consisting of coordinated care organization representatives to recommend standards for reconciling differences in reporting needed by authority and reporting required under National Association of Insurance Commissioners' standards. Requires authority to make easily accessible on website and report to Legislative Assembly, specified financial information regarding coordinated care organizations and reports submitted to authority by coordinated care organizations beginning with information from 2020.

HB 2935: Relating to prescription drugs; and declaring an emergency.

Requires pharmacies to notify person to whom prescription drug is dispensed of availability of prescription reader. Requires pharmacies to provide prescription reader to person who is blind. Exempts pharmacies located in correctional institutions ] institutional drug outlets from requirements. Defines "prescription reader." Requires State Board of Pharmacy to adopt rules. HB 2141: Relating to administration of tax credits; and prescribing an effective date.

Requires that transfer of tax credit follow uniform transfer procedures. Authorizes Department of Revenue to prescribe additional procedural requirements for transfer of credits. Requires certifying agencies to provide information about certification of tax credits to Department of Revenue. Authorizes director of certifying agency to suspend or revoke tax credit certification in certain circumstances. Allows Department of Revenue to collect unpaid taxes in case of suspension or revocation of transferable credit. Applies to tax credits that are transferred on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
