HB 3213: Relating to safety corridors.

Authorizes counties to establish safety corridors and directs counties to post signs in selected safety corridors. ] Directs Department of Transportation to establish county safety corridor program. Establishes County Safety Corridor Advisory Group. Imposes reporting obligations on counties in pilot program. Sunsets January 2, 2026.

HB 2585: Relating to reports of death.

Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.

HB 3076: Relating to hospitals.

Requires nonprofit hospitals and their nonprofit affiliated clinics to establish financial assistance policies meeting specified criteria, including reducing charges to low-income patients. Establishes consumer rights with respect to billing and charges for services provided by nonprofit hospitals and their nonprofit affiliated clinics. Requires hospital to post certain information on website, including information regarding its community health needs assessment and three-year strategy to address health care needs of community. Requires Oregon Health Authority to establish community benefit spending floor for hospitals and affiliated clinics. Specifies process for setting community benefit spending floor and factors to be considered. Requires hospital to annually report to authority specified information regarding hospital, its health care facilities and its affiliated clinics. Prohibits insurer from prohibiting hospital from waiving all or part of copayments or deductibles as condition of reimbursement for services under policy or certificate of insurance.

HB 3224: Relating to district attorney policies.

Directs district attorney of each county to, no later than December 1, 2020, develop and adopt policies relating to discovery, charging decisions , and case disposition ] sentencing and program recommendations and other specified subjects, and to make policies available to public on website. Requires review and readoption of policies every five years.

HB 2016: Relating to collective bargaining.

Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.

SB 698: Relating to prescription drug labeling; and prescribing an effective date.

Directs State Board of Pharmacy to adopt rules to require that prescription drugs for specified persons ] be labeled or dispensed with informational insert ] in English and other language upon request of practitioner, patient or patient representative . Specifies languages other than English to be used on label and insert and allows board to require additional languages. ] Allows board to determine prescription drugs for which additional informational insert in English and other language may be included. Requires that labels and informational inserts be available in at least 14 languages other than English. Directs board to update available languages at least once every 10 years. Exempts institutional drug outlets from requirements. Directs board to adopt rules to require pharmacy to post signage regarding patients' right to free, competent oral interpretation and translation services. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.

HB 5048: Relating to state financial administration; and declaring an emergency.

Appropriates moneys from General Fund to _____ for biennial expenses. ] Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by _______. ] Limits biennial expenditures of _____ from federal funds. ] Authorizes expenditures for obligations incurred by state agencies on or after July 1, 2019, that do not exceed specified levels. Appropriates moneys for expenditures. Authorizes payments for debt service, certificates of participation and other financing agreements during period commencing July 1, 2019. Authorizes specific expenditures for Department of Human Services and Oregon Health Authority. Applies to any state agency for which no budget has become law on or before July 1, 2019. Sunsets September 15, 2019. Declares emergency, effective July 1, 2019.

SB 47: Relating to small watercraft; and prescribing an effective date.

Requires person operating nonmotorized boat to have waterway access permit. Eliminates requirement that person operating nonmotorized boat have aquatic invasive species permit. Directs uses of waterway access permit fees. Directs State Marine Board to collaborate with certain groups for purpose of educating nonmotorized boat users about requirement to obtain waterway access permit. Directs board to report to interim committees of Legislative Assembly related to natural resources. Takes effect on 91st day following adjournment sine die.

HB 2972: Relating to retirement of employees of Harney County Health District; and declaring an emergency.

Authorizes Harney County Health District to offer alternative retirement programs in addition to Public Employees Retirement System. Provides that hours worked by retired person employed by Harney County Health District as person licensed, registered or certified to provide health services do not count for purposes of limitations on reemployment of retired member of Public Employees Retirement System. Declares emergency, effective on passage.

HB 2045: Relating to sex offenders; and declaring an emergency.

Extends deadline by which State Board of Parole and Post-Prison Supervision must perform risk assessment and classification on existing sex offender registrants to December 1, 2026. Directs board to biennially report to Legislative Assembly beginning February 1, 2021, until December 1, 2026, on assessment and classification progress. Removes deadline by which Department of State Police must enter results of classification into Law Enforcement Data System. Directs department to enter results within reasonable time after receipt. Restores until January 1, 2022, statutory references to predatory sex offenders for adult offenders not yet classified into risk level. Requires sex offender to report within 10 days of legal change of name. Punishes failure to report change of name by maximum of 364 days' imprisonment, $6,250 fine, or both. If sex crime requiring reporting is felony, punishes failure to report change of name by maximum of five years' imprisonment, $125,000 fine, or both. Requires sex offender to report 21 days prior to intended travel outside United States. Punishes failure to report intended travel by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires juvenile court to ensure that person who waives right to hearing on issue of reporting as sex offender completes form documenting person's obligation to report. Requires court to send form to Department of State Police. Requires court to send any order concerning sex offender reporting to Department of State Police, including order requiring person to report after failing to appear at hearing. Requires that person classified as level two or level three sex offender file petition for review no later than 60 days after notice provided or mailed to person unless good cause is shown. Declares emergency, effective on passage.
