Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to develop or identify an existing programmatic general permit to authorize restoration activities under the pilot program. Becomes operative on the date that a programmatic general permit is established. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the establishment of a programmatic general permit. Takes effect on the 91st day following adjournment sine die.
Requires the Department of Education to study methods for improving school attendance. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education no later than December 31, 2025. Declares an emergency, effective on passage.
Requires the Oregon Health Authority to establish a fee-for-service rate for all medical assistance recipients at a certain rate for certain services. Requires health care providers to establish reimbursement rates for all services at a certain rate. Designates a violation of reimbursement rates and balance billing requirements as an unlawful practice of law. Requires health benefit plans, health care service contractors, the Public Employees' Benefits Board and the Oregon Educators Benefits Board to spend a certain amount on primary care payments. Requires the Department of Consumer and Business Services to establish penalties for insurers not meeting the primary care payment targets. Directs the Oregon Health Authority to establish a primary care expansion program to eligible health care clinics for specified purposes. Creates within the authority a primary care provider incentive program to provide financial incentives to eligible primary care providers. Defines "primary care provider."

Urges the President of the United States to carry out foreign policy and defense doctrines that are rational, well-understood and well-reasoned. Urges the President to appoint, and the Senate to confirm, foreign policy and defense officials possessing sufficient professional experience and understanding of global dynamics and international law to carry out such doctrines.
Authorizes the State Treasurer to issue general obligation bonds under Article XI-E of the Oregon Constitution in an amount that produces $500 million in net proceeds for a Strategic Carbon Sequestration and Forestry Sustainability Program. Directs the State Forestry Department to establish a Strategic Carbon Sequestration and Forestry Sustainability Program.
