SB 19: Relating to human services.

Requires Department of Human Services and Oregon Health Authority to adopt rules for licensing of each type of adult foster home, including those providing residential care to older adults, persons with physical disabilities, persons with intellectual disabilities and persons with mental illness. Expands list of mandatory reporters of abuse of individuals with developmental disabilities. Requires department to adopt criteria for ] Modifies definitions of developmental disability and intellectual disability. Authorizes department to impose civil penalties on contractors providing intellectual or developmental disability services in programs administered by department. Changes name of Department of Human Services Volunteer Program Donated Fund Account and allows department to use funds to support activities that align with mission of department.

HB 3310: Relating to voting rights for electors in protected classes; and prescribing an effective date.

Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.

HB 2460: Relating to the liability of transferees for deferred homestead property taxes; and prescribing an effective date.

Provides that transferee of tax-deferred homestead is not ] liable for amounts of outstanding deferred property taxes due on homestead if transferee receives no interest in real or personal property from estate ] is using homestead more than 90 days following taxpayer's death and is potential recipient of homestead under intestate succession or by devise or received homestead from estate of deceased taxpayer or right to homestead by gift or assignment from insolvent taxpayer . Takes effect on 91st day following adjournment sine die.

HB 3272: Relating to Land Use Board of Appeals.

Limits extension that Land Use Board of Appeals may provide petitioner whose objection to record is denied to 14 days from later of original deadline or date of denial. Prohibits board from accepting petitioner's motions to take evidence not in record after period to object to record. ] Authorizes board to award attorney fees for motions filed without merit.

HB 2266: Relating to health care; and declaring an emergency.

Requires Oregon Health Policy Board to study changes in health care coverage in Oregon since implementation of Patient Protection and Affordable Care Act and report results of study to interim committees of Legislative Assembly related to health. ] Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to impose surcharge on eligible employee who arranges coverage for spouse or dependent with access to medical coverage as employee in health benefit plan offered by Public Employees' Benefit Board or Oregon Educators Benefit Board. Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to conduct audit of spouse or dependent coverage eligibility as frequently as is recommended by consultants engaged by boards. Provides that caps on reimbursements of cost of hospital services or supplies provided to enrollees in health benefit plans offered by Public Employees' Benefit Board and Oregon Educators Benefit Board do not apply to reimbursements paid to hospitals located outside of this state. Directs Oregon Health Authority to report to committees or interim committees of Legislative Assembly related to health care on certain topics related to Public Employees' Benefit Board and Oregon Educators Benefit Board. Declares emergency, effective on passage.

SB 670: Relating to information provided to voters.

Prohibits name of Secretary of State, ] county clerk or filing officer from appearing in official capacity on voters' pamphlet, return identification envelope, secrecy envelope or other ballot information provided to electors if secretary, ] county clerk or filing officer is on ballot. Establishes exception to permit name, office and signature of Secretary of State to appear on cover of voters' pamphlet as part of statement stating that pamphlet may be used to assist electors in voting. ] Prohibits name of Secretary of State from appearing in official capacity on return identification envelope, secrecy envelope or other ballot information other than voters' pamphlet that is provided to electors if secretary is on ballot. Permits name of secretary to appear in official capacity in voters' pamphlet.

SB 824: Relating to dental licensure examinations; and declaring an emergency.

Allows Oregon Board of Dentistry to accept results of national standardized examinations under specified circumstances when determining fitness of applicant to practice dentistry or dental hygiene . Requires board to accept results from regional and national testing agencies for laboratory and clinical examinations under specified circumstances. Requires board, for certain applicants for licensure, to accept results of clinical board examinations from regional and national testing agencies. Declares emergency, effective on passage.

SB 855: Relating to professional practice authorizations; and declaring an emergency.

Directs professional licensing boards to develop pathways to licensure, certification or other authorization to practice occupation or profession for specified persons. ] study manner in which persons who are immigrants or refugees become authorized to practice occupation or profession. Directs boards to reduce barriers to authorization to practice for immigrants or refugees. Requires boards to report to Legislative Assembly not later than November 30, 2019. Declares emergency, effective on passage.

SB 975: Relating to crime.

Establishes procedures for persons with marijuana convictions to file motion requesting court to reduce offense classification if, since entry of judgment of conviction, offense classification has been reduced. Provides that fee is not required for motion. Specifies grounds for objection and burden of proof. Requires person to have completed and fully complied with or performed sentence of court in order for court to grant motion.
