SB 962: Relating to victims of certain crimes.

Directs certifying agencies to certify to United States Citizenship and Immigration Services, within specified time, victim helpfulness in detecting, investigating or prosecuting qualifying criminal activity. Specifies certification procedures. Directs certifying agencies to report annually to Oregon Criminal Justice Commission beginning June 1, 2020 ] 2021 . Directs staff of interim committees related to judiciary to compile reports and provide to Oregon Criminal Justice Commission within 90 days. ] Directs commission to prepare comprehensive report within 90 days and submit report to interim committees related to judiciary. Sunsets reporting requirement on January 2, 2022 ] 2023 .

HB 3193: Relating to wages.

Requires Commissioner of Bureau of Labor and Industries to notify Construction Contractors Board of valid wage claim filed against contractor or business who is ] subject to licensing by board. Requires commissioner to notify board if order of determination has become final and if contractor fails to pay construction debt ] unpaid wages within certain time period after date on which order became final unless motion to stay order is pending or has been granted by commissioner . Requires that, for employers that are contractors or businesses licensed by board, order of determination must include statement that failure to pay construction debt ] wage claim and any penalties shall result in commissioner notifying board of such failure and board's suspension of contractor's ] license. Requires board, after notice and opportunity for hearing, to suspend license of contractor or business . Permits board to use notification of final order to take certain disciplinary actions against businesses and owners, officers or responsible managing individual of businesses licensed by board. Provides that business owner who becomes subject to certain penalties and bond requirements while operating business remains responsible for such penalties and bond requirements when business owner ceases operation of business. ] Allows wage claimant to recover unpaid wages from contractor's bond or by obtaining final order issued by Bureau of Labor and Industries. Increases amount that nonowner complainant may recover from bond in certain circumstances. Increases cap on amount of moneys that may be paid from Wage Security Fund to wage claimant.

HB 2592: Relating to transportation; and prescribing an effective date.

Directs Department of Transportation to study development of uniform standards for speed bump height and markings and report on findings to interim committees of Legislative Assembly related to transportation on or before September 15, 2020. ] Sunsets January 2, 2021. ] Modifies and adds laws related to transportation. Takes effect on 91st day following adjournment sine die.

SB 478: Relating to nondisclosure agreements; and declaring an emergency.

Prohibits campaign moneys and public moneys from being used to make payments in connection with nondisclosure agreement relating to workplace harassment. Declares void and unenforceable any nondisclosure agreement entered into with use of prohibited moneys. Establishes civil penalty for using prohibited moneys to make payments in connection with nondisclosure agreement of up to two times amount of penalty provision for violating nondisclosure agreement that is contained within nondisclosure agreement. Prohibits public official ] holder of public office or candidate from using moneys received from third parties to make payments in connection with nondisclosure agreement relating to harassment in workplace, if alleged harassment occurred when public official ] holder of public office or candidate was acting as public official ] holder of public office or candidate. Declares emergency, effective on passage.

HB 2591: Relating to transportation; and declaring an emergency.

Directs Department of Transportation to study development of uniform standards for speed bump height and markings and report on findings to interim committees of Legislative Assembly related to transportation on or before September 15, 2020. ] Sunsets January 2, 2021. ] Allows road authority to issue variance permit for specified combination of vehicles transporting sugar beets in specific locations. SB 5533: Relating to the financial administration of the Department of Public Safety Standards and Training; and declaring an emergency.

Appropriates moneys from General Fund to Department of Public Safety Standards and Training for debt service. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department. Limits biennial expenditures by department from federal funds. Declares emergency, effective July 1, 2019.

SB 420: Relating to expungement of marijuana-related convictions.

Establishes procedures for persons with qualifying marijuana convictions to file motion requesting court to enter order setting aside conviction. Provides that fee, set of fingerprints or background check are not required for motion. Specifies grounds for objection and burden of proof.

HB 2699: Relating to property tax incentive benefits for brownfields; and prescribing an effective date.

Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.
