SB 558: Relating to highway speeds.

Authorizes city to designate speed for highway under city's jurisdiction that is five miles per hour lower than statutory speed when highway is located in residential district and highway is not arterial highway. ] Authorizes city to designate speed five miles per hour slower than statutory speed for highway under city's jurisdiction that is not arterial highway and is located in residence district, including territory that is not business district that is contiguous to highway and has access to dwellings provided by alleys.

SB 5520: Relating to the financial administration of the Long Term Care Ombudsman; and declaring an emergency.

Appropriates moneys from General Fund to Long Term Care Ombudsman for biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and federal Older Americans Act funds received from Department of Human Services, but excluding lottery funds and other federal funds, collected or received by Long Term Care Ombudsman. Declares emergency, effective July 1, 2019.

SB 980: Relating to the Department of Corrections.

Modifies procedures by which eligible moneys are collected from Department of Corrections inmates for payment of court-ordered financial obligations. Limits types of civil judgments defined as court-ordered financial obligations. Specifies accountings that Judicial Department and Department of Justice are responsible for providing to Department of Corrections. Provides that Department of Justice accounting responsibilities begin July 1, 2020 ] 2021 . Adds priority level for certain civil judgments.

SB 40: Relating to heating oil tank regulatory program.

Modifies license fees for heating oil tank regulatory program. Modifies heating oil tank decommissioning certification fees and heating oil tank corrective action certification fees. Requires Environmental Quality Commission to define simple, intermediate and complex corrective actions by rule. Applies to fees assessed on and after January 1, 2020.

SB 1039: Relating to individuals with developmental disabilities.

Authorizes appointment of health care advocate to make health care decisions for individual with developmental disability receiving services through individualized written service plan if individual does not have guardian or health care representative. Specifies requirements for appointment of health care advocate, restrictions on health care advocate and rights of individual for whom health care advocate has been appointed.

SB 474: Relating to forfeiture of parent's share of child's estate; and declaring an emergency.

Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.
