HB 3595: Relating to the Lunar New Year.

HB 3595 establishes the Lunar New Year as an official state holiday in Oregon, recognized on its actual date each year (determined by the lunar calendar). This bill directly affects Oregon residents, public and private sector employees, and businesses, as it adds the Lunar New Year to the state's list of designated legal holidays. The legislation amends Oregon Revised Statutes 187.010 to include the holiday date ("the day of the Lunar New Year on the date corresponding with the second new moon following the winter solstice"), aligning it with existing holiday rules for scheduling and observance. It does not change existing holiday pay or collective bargaining terms, as specified in the bill's provisions.

HB 2331: Relating to authority to delegate parental decision making.

HB 2331 prohibits parents from delegating parental decision-making authority for a child in the Department of Human Services' (DHS) care or custody due to abuse or suspected abuse by the parent. It directly affects parents whose children are under DHS supervision because of alleged abuse, preventing them from using power of attorney to transfer custody or care decisions to others. The bill amends Oregon law to explicitly state that such delegation is invalid when DHS has custody for abuse-related reasons, while maintaining existing delegation rules for school administrators and servicemember-parents. This change creates a clear restriction on parental delegation only in cases where DHS has taken custody due to child abuse concerns.

HB 2533: Relating to public records.

HB 2533 extends the waiting period for public records exempt due to attorney-client privilege, requiring such records to be at least 50 years old before being available for inspection instead of the current 25-year standard. This change directly affects individuals and organizations seeking public records, particularly those involving legal communications or government attorney work. The bill amends Oregon Revised Statute 192.390 to adjust the age threshold for disclosure of these specific exempt records. It does not alter other public records access rules or create new exemptions. The proposal is still pending in committee as of June 2025.

HB 3903: Relating to parking minimums for residential development.

HB 3903 requires new multiunit housing developments (like apartments and condos) within Oregon's urban growth boundaries to include at least one dedicated parking space per residential unit. This applies to most new construction projects but allows exceptions only if the development is located within half a mile of a bus route serving more than six buses per hour during weekday rush hours. The law directly affects developers and local governments by setting a baseline parking requirement while permitting limited variances near high-frequency transit. It aims to reduce parking mandates for new housing near transit options without altering other land use regulations.
