SB 112: Relating to tax on grape product used in wine manufacture.

Modifies provisions for collection of tax on grape product used in wine manufacture. Becomes operative on July 1, 2021. Directs Department of Transportation and Department of Revenue to submit information to Oregon Liquor Control Commission about buyers and sellers of grape product. Requires contract for sale of grape products sold for use in wine making to contain written notice of duties associated with tax. ] Creates exemption for wineries meeting specified conditions. Applies to grape product purchases on or after July 1, 2021. Takes effect on 91st day following adjournment sine die. ].

SB 851: Relating to tax treatment of foreign earnings; and prescribing an effective date.

Requires, for Oregon personal income tax purposes, taxpayers to add back amounts deducted as deemed repatriation under one-time transition tax. Requires Department of Revenue to waive penalty or interest due to underpayment or underreporting resulting from add-back requirement. Applies to tax years beginning on or after January 1, 2017. Requires, for Oregon corporate excise or income tax purposes, addition to federal taxable income of amounts deducted as global intangible low-tax income. Allows 80 percent dividends received deduction for global intangible low-tax income. Provides for treatment of global intangible low-tax income in same manner as dividend. Requires apportionment of dividend or global intangible low-taxed income according to taxpayer's applicable apportionment formula. Disallows deduction for foreign-source dividend income, and excludes foreign-source dividend income from apportionment calculation. Applies to tax years beginning on or after January 1, 2018. Takes effect on 91st day following adjournment sine die.

HB 2829: Relating to the Oregon Conservation and Recreation Fund; and declaring an emergency.

Establishes Oregon Conservation and Recreation Fund. Appropriates fund moneys to State Department of Fish and Wildlife for carrying out activities serving to protect, maintain or enhance fish and wildlife resources in Oregon. Establishes Oregon Conservation and Recreation Advisory Committee to review department policies regarding use of fund moneys and make recommendations regarding use of fund moneys for implementing and administering department activities. Provides for transferring specified amount of moneys ] Appropriates moneys from General Fund to Emergency Board for allocation to department for purposes of Oregon Conservation and Recreation Fund for biennium beginning July 1, 2019. Makes release of appropriation by board to department contingent on deposit into fund of equal amount of moneys from sources other than federal or state government. Abolishes fund July 1, 2021, and transfers available fund moneys to General Fund. Sunsets related activities and advisory committee January 2, 2022. Declares emergency, effective July 1, 2019.

HB 5031: Relating to the financial administration of the Oregon Military Department; and declaring an emergency.

Appropriates moneys from General Fund to Oregon Military Department for certain biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and federal service agreement reimbursements, but excluding lottery funds and other federal funds, collected or received by department for certain purposes. Limits biennial expenditures by department from federal funds for certain purposes. Declares emergency, effective July 1, 2019.

SB 526: Relating to home visiting; and prescribing an effective date.

Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.

SB 1044: Relating to transportation electrification.

Establishes goals that promote zero-emission vehicle use and requires entities of executive department to promote zero-emission vehicle use. Requires State Department of Energy to assess market for zero-emission vehicles and ] biennially report to Governor and Legislative Assembly certain information related to zero-emission vehicles. Establishes certain requirements for purchases and leases of zero-emission vehicles for state fleet purchases or leases. Authorizes public utilities to submit public benefit proposals to recover in rates no more than $500,000 per year from customers of public utilities costs of installing electric vehicle charging stations. ] Requires agencies owning motor vehicles to provide certain additional information in annual report to Department of Environmental Quality and State Department of Energy. Authorizes school districts to use public purpose charge moneys for school district fleet audits, for purchase or lease of zero-emission vehicles and for purchase or installation of electric vehicle charging stations. .

SB 5538: Relating to the financial administration of the Department of Veterans' Affairs; and declaring an emergency.

Appropriates moneys from General Fund to Department of Veterans' Affairs for certain biennial expenses. Limits biennial expenditures by department from lottery moneys for certain purposes. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and Oregon War Veterans' Bond Sinking Account, but excluding lottery funds and federal funds, collected or received by department. Limits biennial expenditures by department from federal funds. Authorizes specified nonlimited expenditures. Declares emergency, effective July 1, 2019.

SB 577: Relating to bias crimes; and declaring an emergency.

Renames crime of intimidation as bias crime. Adds gender identity to list of characteristics of victim, perception of which constitutes defendant's motive to commit crime. Removes requirement that bias crime in the first degree be committed by two or more persons. Modifies bias crime statistics reported to Department of State Police by law enforcement agencies. Directs department to report data collected from law enforcement agencies to Oregon Criminal Justice Commission. Directs commission to include gender identity as characteristic of victim constituting aggravating factor when characteristic motivated commission of crime. Directs district attorneys to collect data concerning bias-related crimes and report to commission. Appropriates moneys to , and increases limitation on federal funds expenditures for, Department of Justice for distribution to district attorneys for purposes of collecting and reporting data ] purposes of carrying out provisions of Act . Directs Department of Justice to establish hate crimes telephone hotline. Directs law enforcement agency responding to bias incident to refer victim to qualifying local victims' services or to hate crimes hotline. Creates position of Hate Crimes Response Coordinator in department. Directs department to collect data concerning bias crimes and bias incidents and report to commission. Directs commission to analyze all bias crime and bias incident data received from Department of State Police, district attorneys and Department of Justice, and to report on analysis annually to Governor, Legislative Assembly, Attorney General, Oregon District Attorneys Association, Department of State Police and Department of Public Safety Standards and Training. Appropriates moneys to commission for purposes of carrying out data analysis ] provisions of Act . Declares emergency, effective on passage.
