SB 1526: Relating to the facilitation of projects.

Requires the State Department of Energy to apply for grant moneys from the State Agency Program Fund to cover the costs and expenses of carrying out pre-startup activities and forming a nonprofit entity. Allows the department to also apply for moneys from other sources. Directs the department to carry out pre-startup activities, including [ recruiting and ] convening a founding board and filling the founding board's membership , if the department secures sufficient grant moneys. Directs the founding board to form a nonprofit entity for the purpose of financing clean energy and resilience projects. Requires the entity to report annually to the appropriate committees or interim committees of the Legislative Assembly. Directs the Oregon Business Development Department and the State Department of Energy to work with the entity.

HB 4059: Relating to child abuse; declaring an emergency.

] Modifies the definition of [ "threatened harm" ] "abuse" for purposes of determining whether a child has been abused. Limits the investigative jurisdiction of the Department of Human Services to investigate certain reports of child abuse. Prohibits making findings in abuse investigations where the alleged perpetrator was a minor at the time of the alleged abuse. Creates exceptions. [ Creates a statutory substantiation standard for certain reports of alleged child abuse. ] Increases the standard of proof necessary for reporting certain abuse investigation findings to the central state registry. Directs the department to monitor implementation of new child abuse investigation processes and report back to the interim committees of the Legislative Assembly relating to human services. Declares an emergency, effective on passage.

HB 4096: Relating to felon in possession of a firearm.

Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.

SB 1528: Relating to health care.

] [ Requires the Oregon Health Authority to study health care. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health care no later than September 15, 2027. ] [ Sunsets on January 2, 2028. ] Expands drug manufacturer annual reporting requirements to include all patient assistance programs offered or funded by the manufacturer that provided assistance to consumers in this state in the previous calendar year. Becomes operative on January 1, 2028.

SB 1562: Relating to local taxation; prescribing an effective date.

Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Establishes biennial reporting by local governments of amounts and uses of local transient lodging tax revenue. Takes effect on the 91st day following adjournment sine die.

SB 1573: Relating to syringe service programs.

Prohibits a syringe service program from operating a mobile or temporary location within 2,000 feet of a school or licensed child care facility. Defines "syringe service program." Provides that any person may bring a cause of action for damages against a syringe service program operating in violation of the prohibition.

HB 4146: Relating to alcohol; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Defines "craft low-proof spirit distiller" and "low-proof spirit beverage." Allows the Oregon Liquor and Cannabis Commission to issue a craft low-proof spirit distiller endorsement to certain distillery licensees. Directs the commission to issue a low-proof spirit beverage endorsement to the holder of an off-premises sales license for a premises that is greater than 4,000 square feet. Directs the commission to establish a craft brewery and distillery marketing and economic development grant program to support the craft brewery and distillery industry. Establishes the Craft Brewery and Distillery Marketing and Economic Development Grant Program Fund in the State Treasury. Imposes a tax on low-proof spirit beverages. Takes effect on the 91st day following adjournment sine die.

HB 4119: Relating to workers' compensation.

Requires for the certification of a managed care provider plan that the plan not discriminate against any willing provider within the geographical service area of the managed care organization. Includes nurse practitioners, physician associates, chiropractic physicians and naturopathic physicians in the definition of "attending physician" for purposes of the treatment of workers' compensable injuries.
