SB 889: Relating to containing the cost of health care; and declaring an emergency.

Establishes Health Care Cost Growth Benchmark program to control growth of health care expenditures in this state. Establishes Health Care Cost Growth Benchmark Implementation Committee to recommend to Oregon Health Policy Board specifications for program. Requires board to adopt final plan and Oregon Health Authority and Department of Consumer and Business Services to implement program to extent of board's statutory authority ] , except for provisions regarding imposition of performance improvement action plans or other escalating enforcement actions when provider or payer fails to remain at or below benchmark . Requires report, by November ] September 15, 2020, to Legislative Assembly on plan and legislative changes needed to fully implement plan ] Oregon Health Policy Board for approval, and to interim committees of Legislative Assembly related to health, on committee's recommendations and legislative concept for enforcement provisions . Declares emergency, effective on passage.

SB 5530: Relating to the financial administration of the Department of State Police; and declaring an emergency.

Appropriates moneys from General Fund to Department of State Police for certain biennial expenses. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department. Limits biennial expenditures by department from federal funds for certain purposes. Limits biennial expenditures by department from certain moneys or other revenues allocated to Parks and Natural Resources Fund for certain purposes. Declares emergency, effective July 1, 2019.

SB 815: Relating to information that must be provided by residential care facilities; and prescribing an effective date.

Requires residential care facilities to provide written notice to applicants for admission and to current residents upon request regarding services, types and level of care, potential for resident to be required to leave facility if facility can no longer meet resident's needs for care and services, possibility of resident not being permitted to return to facility if resident leaves facility for acute care and resident's right to appeal facility's decision to remove resident or to not permit resident to return after receiving acute care. Establishes requirements for written notice. Extends, for one year, deadline for residential care facilities to report on quality metrics and for Department of Human Services to publish report on residential care facilities' quality metrics. Takes effect on 91st day following adjournment sine die.

SB 226: Relating to elections; and declaring an emergency.

Permits minor political parties to choose to nominate candidates for particular offices as part of state-sponsored primary election. ] Amends requirements for status as major and minor political party. ] Permits major political party and minor political party to adopt rule permitting nomination of candidate who has not been member of party for at least 180 days. ] Lowers to 200 number of signatures required for candidate nominating petitions. ] Permits minor political party to nominate replacements for vacancy in certain offices. ] Requires person who wishes to be nominated or elected to public office by write-in votes to file declaration of write-in candidacy, and attest that person is legally qualified for office, by certain time on date of election. Permits county clerk to tally votes before filing officer makes determination of qualification of write-in candidate. ] Repeals post-election process required to issue certification of nomination or election to person nominated or elected by write-in votes. ] Takes effect on 91st day following adjournment sine die. ] Deems city to be disincorporated upon determination by Secretary of State that election on question of disincorporation was held in city in first six months of 2016, majority of voters voting on question approved disincorporation, city charter was surrendered to county in which city was situated and Department of Revenue approved map eliminating city boundaries. Provides that Legislative Assembly may refer Act to people of city on question of disincorporation. Provides, if Legislative Assembly refers such Act, that election on measure must be held on date of next primary election occurring after enactment of referral and measure shall be approved if majority of voters voting on question votes for disincorporation. Provides that any Act requiring action on condition of approval of measure referred as described above becomes effective on date voters approve measure. Applies retroactively. Declares that intent of Legislative Assembly is to cure any defect in procedures, and ratify results, of any vote by majority of city voters voting on question of disincorporation of city at election held on date of primary election held throughout state before effective date of Act. Provides for expedited review of Act to Oregon Supreme Court to determine validity of Act under laws of this state and United States and Oregon Constitutions. Prescribes procedure for determining validity of two methods of curing procedural defects in election and ratifying results of city vote for disincorporation. Declares emergency, effective on passage.

SB 361: Relating to the prudent investor rule.

Modifies prudent investor rule to allow trustee to consider settlor's or beneficiaries' personal values, including settlor's or beneficiaries' desire to engage in sustainable or socially responsible investment strategies aligning with settlor's or beneficiaries' social, environmental, social and ] governance factors of investments ] or other values or beliefs, and beneficiaries' financial needs, when making investment decisions.

SB 944: Relating to election audits.

Permits county clerk to decide whether to conduct hand count of ballots or risk-limiting audit following each primary, general or special election. Establishes requirements for risk-limiting audit. Requires that records relating to risk-limiting audit or hand count of ballots be retained for two years. Applies to primary, general and special elections held on or after September 1, 2020.

SB 35: Relating to veterans.

Exempts Department of Veterans' Affairs from requirement to include vouchers for disbursements with conservator's accounting to court. Increases amount that campus veteran resources grant recipient may use to pay salary of campus veteran resource coordinator. Makes permanent campus veteran resources grant programs.

SB 883: Relating to animal rescue entities.

Changes definition of "enforcing agency" from city or county dog licensing agency or other designated agency to State Veterinarian for purposes of regulating animal rescue entities. Appropriates moneys from General Fund to State Department of Agriculture and increases limitation on expenditures by department for biennium beginning July 1, 2019, for purposes of enforcing and regulating animal rescue entities.

SB 488: Relating to immunization against influenza for incarcerated persons; and declaring an emergency.

Requires Department of Corrections to offer immunization against influenza virus to each inmate in physical custody of department. Requires department to schedule appointment to receive immunization for each inmate who does not decline immunization in writing. Declares emergency, effective on passage.

HB 2267: Relating to coordinated care organizations.

Requires Oregon Health Authority to report to interim committees of Legislative Assembly related to health, no later than September 20, 2020, on implementation of provisions requiring coordinated care organization governing boards to be more transparent. ] Requires coordinated care organization to conduct community health assessment and adopt community health improvement plan in collaboration with local public health authorities and hospitals. Authorizes Oregon Health Authority to administer reinsurance program for coordinated care organizations and specifies requirements for program. Establishes Tribal Advisory Council. Specifies duties and membership. Requires coordinated care organization to have tribal liaison who is overseen by Tribal Advisory Council. Provides that council and liaisons facilitate communication between coordinated care organizations and providers of Indian health services. Excludes coordinated care organizations from definition of "small business" with respect to rulemaking requirements. Requires governing body of coordinated care organization to include at least two members of community advisory council who are current or former medical assistance recipients or who are caregivers of current or former medical assistance recipients.

SB 1045: Relating to the taxation of property used in a home share program; and prescribing an effective date.

Authorizes city or county to adopt property tax exemption for portion ] in amount not to exceed $300,000 of assessed value of principal place of residence used by homeowner to rent space in residence through public or nonprofit home share program to individuals seeking such space. Provides that exemption shall be granted as 100 percent exemption for five consecutive years unless city or county adopts other terms. ] Provides that city or county ] adopting jurisdiction must require means testing of home share seekers. Requires ] home share rental agreement to offer space at rent affordable to home share seekers with income at or below level determined by city or county ] 60 percent of area median income, must prohibit exemption for home share agreements among family members and must specify period for which exemption may be granted . Provides that exemption applies only to tax levy of city or county enacting exemption law and other taxing districts agreeing to grant exemption, ] ordinance or resolution granting exemption may not take effect unless rates of taxation of adopting jurisdiction and taxing districts that agree to grant exemption equal 51 percent or more of total combined rate of taxation. Requires exemption to be granted to all residences on same terms in effect on date application is submitted. ] Prohibits property receiving any other property tax benefit, other than homestead property tax deferral, from being granted home share exemption. Allows city or county ] adopting jurisdiction to amend or terminate ] exemption, subject to approval process of taxing districts described above, or repeal exemption, but provides that residences granted exemption continue to receive exemption under terms in effect at time exemption was first granted. Sets cap of 500 homes that may be granted exemption statewide in any property tax year. Sunsets authority of city or county to adopt exemption or deferral on June 30 ] that becomes effective after January 31 , 2027. Repeals exemption program on January 2, 2029. Provides that residences granted exemption before repeal date continue to receive exemption under terms in effect at time granted ] if term extends past repeal date . Takes effect on 91st day following adjournment sine die.
