HB 2472: Relating to juvenile offenders.

HB 2472 changes the legal standard for juvenile offenders nearing the end of court supervision regarding sex offender registration. It requires the state (prosecution) to prove by clear and convincing evidence that a juvenile is not rehabilitated and poses a public safety threat, rather than the juvenile having to prove they are rehabilitated. This applies to juveniles adjudicated for felony sex crimes under Oregon law before or after specific dates, who are approaching the end of juvenile court jurisdiction. The bill creates a formal hearing process where the state must meet this higher burden to mandate sex offender registration.
