HB 5032: Relating to the financial administration of the Public Employees Retirement System; and declaring an emergency.

Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Public Employees Retirement System. Limits biennial expenditures by Public Employees Retirement System from specified funds. Authorizes specified nonlimited expenditures. Appropriates moneys from General Fund for deposit in School Districts Unfunded Liability Fund. ] Declares emergency, effective July 1, 2019.

HB 3136: Relating to the administration of local transient lodging taxes by the Department of Revenue; and prescribing an effective date.

Requires Department of Revenue to collect, on local rather than regional level, local transient lodging taxes that department collects under agreements with units of local government. Requires department to fund actual start-up costs for collection on local level by withholding, in amount not to exceed $900,000, state transient lodging tax moneys that would otherwise be transferred to Oregon Tourism Commission. Requires department to reimburse commission, with interest, from reimbursement charges that would be withheld from state and local transient lodging tax revenues by transient lodging intermediaries but for disallowance of such charges under Act. Requires department to notify Legislative Counsel after department has fully reimbursed commission. Provides for refunds by department to transient lodging intermediaries of amounts received in excess of $900,000 that would otherwise have been withheld by intermediaries as collection reimbursement charge. Requires department, for purpose of enforcing state transient lodging tax, to purchase access to raw metadata scraped from Internet relating to sale, service or furnishing of transient lodging. Requires department to implement enhanced data-scraping pilot program with two to four units of local government for which department enforces local transient lodging tax. Takes effect on 91st day following adjournment sine die.

HB 2587: Relating to the homestead property tax deferral program; and prescribing an effective date.

For purposes of homestead property tax deferral program for seniors and persons with disabilities, changes prohibition on homestead with outstanding deferred property taxes from being pledged as security for reverse mortgage to prohibition on homestead that is pledged as security for reverse mortgage from being granted deferral under program. Makes exception for certain homesteads to prohibition on reverse mortgages for participation in homestead property deferral program for seniors and persons with disabilities ]. Takes effect on 91st day following adjournment sine die.

HB 2998: Relating to the language of documents submitted to the Secretary of State for filing; and prescribing an effective date.

Specifies requirements for Secretary of State to file document in accordance with laws governing business organizations. Provides that if Secretary of State prescribes mandatory form for filing, Secretary of State must make versions of form available in at least five most commonly spoken and written languages in this state used by persons with limited proficiency in English language. Requires Secretary of State to specify Spanish, Chinese, Vietnamese, Russian and Korean as such languages and to update specification following completion of each decennial United States Census, beginning with 2030 decennial census. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

HB 3183: Relating to temporary assistance for needy families program; and declaring an emergency.

Requires Department of Human Services to administer temporary assistance for needy families program consistent with federal regulations and to provide specified types of assistance. Makes permanent certain provisions governing temporary assistance for needy families program. Authorizes department to provide assistance with tuition and fees associated with enrollment at educational institution for recipient who enrolls in educational institution as allowable work activity. Allows families to receive ] department to provide post-TANF aid to employed families for up to 12 months after losing eligibility for TANF due to employment or increased hours of work. Adjusts punctuation in statute. Declares emergency, effective on passage.

HB 2201: Relating to veterans; and declaring an emergency.

Establishes Veteran Educational Bridge Grant Program within Department of Veterans' Affairs. Requires department to conduct outreach and provide grants to veterans enrolled in certain courses of study who are unable to complete degree program in expected completion period due to unavailability of courses. Sunsets January 2, 2022. Declares emergency, effective July 1, 2019.

SB 393: Relating to translator districts.

Authorizes translator districts to annex cities where cable television corporations operate or have ceased operations and city electors approve annexation. Allows State Department of Fish and Wildlife to refuse or condition disclosure of information relevant to department ability to manage or protect described fish or wildlife species or individual members or populations of species. HB 2949: Relating to property taxation of manufactured structures; and prescribing an effective date.

Authorizes governing body of county with population of more than 570,000 to set maximum dollar amount of $25,000 or more, or dollar amount adopted by county, for total assessed value of all of taxpayer's manufactured structures taxable as personal property, below which such manufactured structures are not subject to ad valorem property taxation for assessment year. Takes effect on 91st day following adjournment sine die.
