HB 3165: Relating to school-based health services; and declaring an emergency.

Requires Oregon Health Authority to provide planning grants to 10 school districts or education service districts to evaluate community needs for school-based health services. Requires authority to provide operating funds to at least six school-based health center medical sponsors to open state-certified school-based health centers in grantee school districts or education service districts. Permits authority to provide operating funds to up to four school districts or education service districts to implement five-year pilot projects testing approaches to providing school-based health services as alternatives to school-based health centers. Directs authority to work with federal agency and stakeholders to secure increased federal funding for school-based health centers. Declares emergency, effective on passage.

HB 2706: Relating to dental care for Pacific Islanders legally residing in Oregon under the Compact of Free Association; and declaring an emergency.

Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program. ] Appropriates moneys to Department of Consumer and Business Services to contract with vendor to conduct demographic study of dental needs and geographic distribution of COFA citizens in this state and to issue request for information to gauge interest and determine capacity of dental care organizations to provide oral health care to COFA citizens. Requires department to report to interim committees of Legislative Assembly related to health, no later than April 15, 2020, findings of study and cost of administering program to provide oral health care to COFA citizens residing in this state. Declares emergency, effective on passage.

HB 2910: Relating to the Oregon Promise program.

Requires that for person who completes prior educational requirements to participate in Oregon Promise program while confined in correctional facility, six-month period to enroll in courses to participate in program begins after person is first released from correctional facility. Authorizes Higher Education Coordinating Commission to waive requirement that person enrolled in program must enroll in sufficient number of credit hours to be considered at least half-time student, under specified circumstances.

HB 2333: Relating to recreational vehicles.

Allows option to obtain title, but not registration, from Department of Transportation for recreational vehicle qualifying as park model recreational vehicle and meeting other criteria. Provides that recreational vehicle having title issued by Department of Transportation does not qualify as structure. Requires owner to surrender Department of Transportation title for recreational vehicle if converting recreational vehicle to use as structure. Makes recreational vehicle converted to use as structure subject to state building code. Requires seller of new recreational vehicle to provide purchaser with written information listing specified living area systems. Requires that information state for each listed system whether items or components comprising system are covered by warranty and, if so, extent and length of warranty. Removes recreational vehicle construction from regulation by Department of Consumer and Business Services. Changes definition of "recreational vehicle."

HB 2002: Relating to preserving affordable housing.

Requires property owner subject to affordability restriction to provide more notice to Housing and Community Services Department and local governments before restrictions expire. Requires property owners to extend right of first refusal to department or local government for up to 24 months following expiration of affordability restriction. Establishes Affordable Housing Preservation Fund. ] Authorizes issuance of lottery bonds for purposes of affordable housing preservation. ].

HB 3067: Relating to distribution of marijuana tax revenues to local governments; and prescribing an effective date.

Provides for cities and counties to certify annually that city or county has not adopted ordinance prohibiting establishment requiring marijuana-related business license and is therefore eligible for distribution of Oregon Marijuana Account moneys. Requires certification with Oregon Department of Administrative Services. Directs Department of Revenue to collect moneys from city or county subject to order to return moneys from ineligible transfer. Applies to transfers of moneys in calendar quarters beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

HB 2174: Relating to urban renewal; and prescribing an effective date.

For urban renewal plan proposed on or after effective date of Act, that includes public building project, requires concurrence of at least three of four taxing districts estimated to forgo most property tax revenue under proposed plan. Requires notice of hearing on proposed urban renewal plan or substantial amendment or change to plan to contain statement that adoption may affect property tax rates for standard rate urban renewal plans or reduced rate plans whose consolidated billing tax rate includes tax pledged to repay exempt bonded indebtedness approved on or before October 6, 2001. Excludes ] Clarifies and modifies inclusions in and exclusions from consolidated billing tax rate of urban renewal plans adopted or amended on or after effective date of Act tax pledged to repay exempt bonded indebtedness approved on or after effective date of Act ]. Provides that for purposes of 20 percent limit on amount of land added by amendments to total land area of original urban renewal plan, calculation of total land area excludes reductions of land area made after original plan was adopted. Requires urban renewal agency's annual statement to include maximum indebtedness for each urban renewal area included in urban renewal plan of agency, including amount of indebtedness incurred through end of preceding fiscal year. Requires statement to be distributed to each taxing district affected by urban renewal plan of agency. Takes effect on 91st day following adjournment sine die.

HB 3377: Relating to the legislative branch; and declaring an emergency.

Establishes Joint Committee on Conduct as joint committee of Legislative Assembly. Establishes Legislative Equity Office as independent nonpartisan office of Legislative Assembly and directs Legislative Assembly to, by concurrent resolution, appoint Legislative Equity Officer to serve as executive officer of Legislative Equity Office. Directs Joint Committee on Conduct to establish standards and criteria for individuals unaffiliated with legislative branch to perform services as independent investigator, and directs Legislative Equity Officer to select independent investigator, to conduct investigations of conduct asserted to violate standards of harassment, discrimination or retaliation prescribed by legislative branch personnel rules. Requires Legislative Equity Officer to conduct at least two hours of respectful workplace training each calendar quarter. Specifies topics of training. Requires legislators and legislative staff, interns and volunteers to attend training annually. Requires registered lobbyists to attend annual training, beginning in 2021. Directs lobbyists to certify training attendance to Oregon Government Ethics Commission and directs commission to report lobbyist training attendance to officer. Directs Legislative Equity Officer to regularly conduct culture and climate surveys of legislators, legislative staff, lobbyists and others who regularly interact with legislative branch. Requires Legislative Equity Officer to receive information from any individual about harassing behavior and to provide confidential process counseling to individuals who believe they have experienced or observed harassment. Requires Legislative Equity Officer to establish and maintain Capitol Leadership Team to serve as mentors and resources for promoting more respectful workplace or to assist those facing challenges in workplace. Directs Joint Committee on Conduct to establish minimum qualifications and criteria for offsite process counselors and directs Legislative Equity Officer to contract with offsite process counselors to receive information from individuals concerning harassing behavior and to provide confidential process counseling to individuals who believe they have experienced or observed harassment. Establishes evidentiary privilege and exemption from public records disclosure for confidential communications and records created or maintained by offsite process counselor concerning harassment in State Capitol. Establishes public records exemption for records of independent investigator conducting harassment investigations, and for records of Legislative Equity Officer that relate to disclosures, reports or allegations made to officer. Limits scope and duration of exemption of independent investigator records. Declares emergency, effective on passage.

HB 3064: Relating to criminal justice entities.

Expands membership of Justice Reinvestment Program Grant Review Committee. Specifies requirements for grant applications. Modifies manner in which grant applications are reviewed and grant funds distributed. Modifies criteria to be taken into account when appointing members of Oregon Criminal Justice Commission. Directs commission to assess extent to which each county is reducing racial and ethnic disparities in correctional population. Directs chairperson of commission to create advisory committee for commission. Directs commission to provide report, with recommendations from advisory committee on how commission can increase equity in allocation of public safety funds, to Governor and to subcommittee of Joint Committee on Ways and Means with authority over commission's budget no later than September 15, 2020. Appropriates moneys to commission for research into increasing equity in allocating Justice Reinvestment Program funds.
