SB 586: Relating to residential dwelling facilities.

Abolishes "Office of Manufactured Dwelling Park Community Relations." Renames "Mobile Home Parks Account" to "Manufactured and Marina Communities Account." Requires facilities to establish mediation policy for certain disputes. Authorizes grants from Housing and Community Services Department for legal needs of low-income facility tenants. Establishes Manufactured and Marina Communities Dispute Resolution Advisory Committee. Sunsets grants and committee on January 2, 2024. Extends department's existing duties to manufactured dwellings and manufactured dwelling parks to include marinas and floating home tenants. Requires floating home owners in marina to pay fees to Manufactured and Marina Communities Account. Requires marina owners to pay fees to account and complete educational requirements. Delays operative date. Applies provisions for sale of manufactured dwelling park to marina. Allows tenants of marinas to enter into storage agreements with landlords for 12 months following lease termination. Requires manufactured dwelling park landlord, before maintaining trees, to provide tenant reasonable notice and opportunity to maintain trees. Authorizes marina landlord to require tenant to move floating home at landlord's cost. Requires marina landlords to extend for-cause termination notice for 10 months to allow tenant to repair home's float. Authorizes marina landlords to amend rental agreement to charge allowable fees. Amends process for facility landlords to terminate tenancy for cause. Amends requirements for siting, billing and notice before converting facility to submeter or pro rata billing. Amends other facility billing and conversion processes.

SB 123: Relating to unlawful employment practices.

Provides that employer is not in violation of pay equity requirements for paying different level of compensation to employee who is performing ] for modified work in certain circumstances. Provides that employer may pay employees for work of comparable character at different compensation levels on basis of certain factors contained in collective bargaining agreement. Provides that equal pay analysis demonstrating employer's pay practices in good faith in civil action include review of certain employer practices. Requires court to order employer to eliminate unlawful wage differential for prevailing plaintiff and award back pay or unpaid wages as provided under state laws that provide for right of civil action against employer for violation of pay equity requirements. Provides that evidence that employer has increased employee's pay as result of pay equity analysis may not be considered admission of liability in civil action.

SB 212: Relating to taxation; and prescribing an effective date.

Disallows, for personal income or corporate excise tax purposes, deduction for losses from wagering transactions. Requires addition, in determination of Oregon taxable income, of amount of losses from wagering transactions if deducted on taxpayer's federal return. Applies to tax years beginning on or after January 1, 2019. ] Allows deduction for qualified tuition and related expenses, on personal income tax return, as percentage of amount allowed as deduction on federal return under law applicable to 2017 tax year. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. ] Provides that if corporate activity tax imposed by section 63, chapter 122, Oregon Laws 2019 (Enrolled House Bill 3427), does not become law by March 1, 2020, certain other provisions of chapter 122, Oregon Laws 2019 (Enrolled House Bill 3427), including establishment of Fund for Student Success and related accounts, provisions for allowed uses of fund and accounts, direction to Department of Education and decrease in personal income tax rates do not take effect. Takes effect on 91st day following adjournment sine die.

SB 5516: Relating to the financial administration of the Bureau of Labor and Industries; and declaring an emergency.

Appropriates moneys from General Fund to Bureau of Labor and Industries for biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by bureau. Limits biennial expenditures by bureau from Wage Security Fund. Authorizes specified nonlimited expenditures. Limits biennial expenditures by bureau from federal funds. Declares emergency, effective July 1, 2019.

SB 171: Relating to children; and declaring an emergency.

Authorizes Department of Human Services to remit payments for qualified residential treatment program services for certain children. Prohibits department from placing child or ward in congregate care residential setting in this state if setting is not child-caring agency. Applies to placements occurring on or after September 1, 2019. Prohibits department from placing child or ward in child-caring agency that is not qualified residential treatment program. Creates exceptions. Applies to placements occurring on or after July 1, 2020. Directs department to publish certain information regarding out-of-state placements and update information each month. Describes qualified residential treatment program and requires certain procedures regarding department's placement of child or ward in qualified residential treatment program. Modifies requirements for permanency hearing for children in voluntary placement. Modifies definition of "substitute care." Creates exception to requirement that child-caring agency be incorporated. Directs department and Oregon Health Authority to submit joint report regarding out-of-state placements to interim committees of Legislative Assembly relating to children no later than September 1, 2019. Declares emergency, effective on passage.

HB 2444: Relating to agricultural education; and declaring an emergency.

Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

HB 2128: Relating to tax expenditures; and prescribing an effective date.

Modifies definition of "tax expenditure" applicable to automatic tax expenditure sunset provisions by excluding provisions required by federal law. ] Requires Legislative Revenue Officer and Department of Revenue and Legislative Revenue Office ] to conduct study of statutory definition of tax expenditures and operation of automatic sunset provisions applied to tax expenditures. Requires officer and department and office ] to report results of study to Legislative Assembly no later than April ] February 1, 2021. Takes effect on 91st day following adjournment sine die.
