HB 3094: Relating to drug treatment; prescribing an effective date.

Directs the Alcohol and Drug Policy Commission to provide grants and funding for drug treatment and other related services. Transfers the duties of the Oversight and Accountability Council to the commission. Modifies the Oregon Behavioral Health Deflection Program. Provides that the Oregon Criminal Justice Commission makes funding decisions on grant recipients based on recommendations from the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee. Takes effect on the 91st day following adjournment sine die.

SB 1038: Relating to standards of time.

Maintains current time standards in Oregon unless certain conditions are met. For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years. Alternatively, for the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time and maintains the Pacific Time Zone portion of Oregon on daylight saving time for all 12 months of the calendar year, if Congress enacts a law authorizing states to elect year-round daylight saving time and if California and Washington establish daylight saving time as the standard of time year-round. Restores current time standards if Congress fails to authorize daylight saving time or if California and Washington do not make daylight saving time their year-round standard of time within 10 years. Provides that standards of time in the Mountain Time Zone portion of Oregon remain unchanged.

HB 3117: Relating to funding for responses to natural disasters.

Directs the State Forestry Department to study funding for preventing, responding to and recovering from natural disasters. Directs the department to report on the study to the committees or interim committees of the Legislative Assembly related to natural resources no later than September 15, 2026.

HB 2100: Relating to the effects of certain environmental laws on small businesses; prescribing an effective date.

Requires the Department of Environmental Quality to study the effects on small businesses of sales and use prohibitions on polystyrene foam containers, polystyrene foam packaging peanuts and foodware containers containing intentionally added perfluoroalkyl or polyfluoroalkyl substances. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment no later than September 15, 2026. Sunsets January 2, 2027. Takes effect on the 91st day following adjournment sine die.

HB 3230: Relating to information technology; declaring an emergency.

Requires the State Chief Information Officer to contract for an independent assessment of the information technology environment within the executive department, to include recommendations for improving performance, operations and resources. Directs the officer to submit a report on the results of the assessment and recommendations to the Governor and the Joint Legislative Committee on Information Management and Technology and any other appropriate legislative committee. Declares an emergency, effective on passage.

HB 2907: Relating to tax incentives for investment in community food resources; prescribing an effective date.

Establishes a complaint process for health care providers to submit complaints to the Department of Consumer and Business Services or the Oregon Health Authority regarding health insurers or coordinated care organizations. Takes effect on the 91st day following adjournment sine die.

HB 3851: Relating to termination of residential tenancies; prescribing an effective date.

Allows a residential landlord to give 59 days' notice after accepting an offer from a buyer who intends to occupy the premises, to terminate a tenancy. Requires the landlord to first give tenants at least 31 days' notice before listing the property for sale. Replaces the current 90 days' notice requirement for termination. Takes effect on the 91st day following adjournment sine die. .

HB 2330: Relating to fraudulent schemes targeting the elderly; declaring an emergency.

Establishes the Task Force on Law Enforcement Interdiction Against Financial Scams on [ the Elderly ] Older Oregonians . Directs the task force to prepare a list of standard terms, based on relevant federal law, regarding identification, investigation and prosecution of fraudulent schemes targeting the elderly and report to the interim committees of the Legislative Assembly related to information management and technology with recommendations for legislation. Declares an emergency, effective on passage.

HB 3873: Relating to sex offenders; declaring an emergency.

Requires that the sex offender risk assessment methodology take into consideration victim input and other specified information. Directs the State Board of Parole and Post-Prison Supervision to conduct a study on the implementation of changes to the sex offender risk assessment methodology. Directs the board to submit the results of the study to the interim committees of the Legislative Assembly related to the judiciary no later than February 15, 2026, and September 15, 2026. Provides that a victim may request the reassessment and reclassification of a sex offender into a risk level within three years of the initial classification, or within five years when certain circumstances exist. Authorizes a victim to make a request notwithstanding the time limits within two years of the effective date of the Act. Requires as a condition of supervision for certain sex offenders a prohibition on residing within 1,000 feet of locations where children are the primary occupants or users. Declares an emergency, effective on passage.
