SB 5519: Relating to the financial administration of the Oregon Liquor Control Commission; and declaring an emergency.

Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Oregon Liquor Control Commission. Authorizes specified nonlimited expenditures. Modifies certain limitations on expenditures by commission for biennium ending June 30, 2019. Declares emergency, effective July 1, 2019.

HB 5029: Relating to state financial administration; and declaring an emergency.

Maintains and reserves lottery revenues available to benefit public purposes during biennium beginning July 1, 2019, in Administrative Services Economic Development Fund. Allocates moneys from fund for biennium beginning July 1, 2019. Directs Oregon Department of Administrative Services to establish process for quarterly allocations of moneys from Administrative Services Economic Development Fund and Veterans' Services Fund. Transfers certain interest earnings from Oregon Education Fund to Lottery Bond Fund for payments by Department of Education on education lottery bonds. Allocates moneys from Veterans' Services Fund for biennium beginning July 1, 2019. Directs distribution of moneys from Criminal Fine Account. Directs distribution of moneys from Oregon Marijuana Account. Declares emergency, effective July 1, 2019.

SB 224: Relating to elections; and prescribing an effective date.

Removes requirement that county clerk move elector to inactive status if elector has neither voted nor updated registration for five or more years. Permits military and overseas voters to request ballot by using electronic mail or facsimile machine. Includes within definition of "political committee" combination of two or more persons that received contribution or made expenditure for purpose of supporting or opposing initiative, referendum or recall petition. ] Removes gender requirement for selecting precinct committeepersons. Requires one committeeperson for every 250 electors, rather than two for every 500 electors, who are registered in precinct. Requires Secretary of State to reimburse county clerk for expenses to hold statewide special election on date other than date of primary or general election. ] Includes community college districts and 9-1-1 communications districts under definition of "district" for purpose of special district elections. Removes prohibition on electioneering in or near elections office. ] Clarifies date used to calculate proportionate votes of county commissioners in event of legislative vacancy. Requires financial estimate and explanatory statement committees to wait at least four days after statement is filed before holding hearing. ] Amends geographic distribution requirements for signatures on nominating petitions. Establishes parameters under which major and minor political parties are entitled to statewide list of electors. Amends requirements for status as major and minor political party. Permits major political party to adopt rule permitting nomination of candidate who has not been member of party for at least 180 days. Permits minor political party to nominate replacements for vacancy in certain offices. ] Repeals right of political party to have exclusive right to use whole party name or any part of it. Repeals chapter 70, Oregon Laws 2019 (Enrolled House Bill 2491). Permits elector to nominate separate elector, who is in same county, House of Representatives district and major party as nominator, as write-in candidate for precinct committeeperson. Establishes procedure for write-in candidate. Changes references to filing officer responsible for precinct committeeperson from "county clerk" to "county elections official." Establishes procedural requirements for replacing precinct committeeperson and qualifications for individual who replaces precinct committeeperson. Establishes July 1, 2015, as date for determination of total number of registered electors in this state for purpose of maintaining status as major or minor political party through 2020 general election. Takes effect on 91st day following adjournment sine die.

HB 2449: Relating to tax for emergency communications; and providing for revenue raising that requires approval by a three-fifths majority.

Increases rate of tax for emergency communications. Decreases percentage of moneys in Emergency Communications Account that may be expended for administrative costs. Phases in increase and decrease over one-year period. Delays sunset on tax for emergency communications. Provides that interest from Emergency Communications Account and 9-1-1 Subaccount must be credited to 9-1-1 Subaccount.

SB 116: Relating to elections; and declaring an emergency.

Directs that Enrolled House Bill 3427, if referred by referendum petition, be submitted to people at special election held on January 21, 2020. Prescribes method for creating ballot title and explanatory statement for any amendment to Oregon Constitution that passes both houses of Legislative Assembly during 2019 session and is referred to people by Legislative Assembly and for any Act that passes both houses of Legislative Assembly during 2019 regular session, if referred to people by either Legislative Assembly or by referendum petition. Declares emergency, effective on passage.

HB 2025: Relating to early learning.

Revises preschool program administered by Early Learning Division and establishes program as Preschool Promise Program. Expands eligibility criteria for Oregon prekindergarten program and specifies teaching and funding requirements to participate in program. Establishes scholarship and grant program to develop early childhood care and education professionals. Transfers certain reporting duties regarding prekindergarten program from Superintendent of Public Instruction to Early Learning Division.
