Declares the state's public policy regarding the rights of a parent to the care, custody and control of the parent's child. Requires treatment providers to notify and disclose certain information to a minor's parent or guardian when providing services to a minor without parental consent.

HB 2454: Relating to legislative oversight of executive branch actions; prescribing an effective date.

] Authorizes the Joint Legislative Audit Committee to appoint a Legislative [ Audit ] Performance Oversight and Government Accountability Officer and to direct the officer to perform specified duties, including investigating, reviewing activities of and oversight of executive branch agencies, taking in and investigating complaints of members of the public concerning executive branch agency programs, conducting performance audits of executive branch agencies and reporting to the committee on work undertaken by the officer. Authorizes the officer to hire necessary staff and to enter into contracts to carry out the functions assigned to the officer. Provides that the duties the officer must perform become operative January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 2873: Relating to post-secondary student financial aid; declaring an emergency.

Directs the Higher Education Coordinating Commission to establish an Oregon work study pilot program to assist post-secondary students. Sunsets the program on January 2, 2029. Directs the commission to conduct a study on post-secondary students' access to basic necessities and submit a report to the interim committees of the Legislative Assembly related to higher education no later than September 15, 2026. Declares an emergency, effective July 1, 2025.

HB 2663: Relating to motor vehicles.

Permits a vehicle dealer to issue temporary registration permits for motor vehicles that do not have proof of compliance with pollution control equipment requirements. Requires the dealer to give written notice to a purchaser that the Department of Transportation will not issue stickers, registration and plates unless proof of compliance is provided.

HB 2181: Relating to funding for school safety; declaring an emergency.

Directs the Department of Education to conduct a study to identify sources of funding to pay for the costs of establishing a secure, single point of entry for each public school. Directs the department to submit a report to an interim committee of the Legislative Assembly no later than September 15, 2026. Sunsets January 2, 2027. Declares an emergency, effective on passage.

HB 3496: Relating to child care facilities; prescribing an effective date.

Requires the Department of Land Conservation and Development to develop guidance for local governments on siting, and incentivizing the development of, child care facilities on or before December 31, 2026. Requires the department to publish the guidance and deliver a copy to the interim committees of the Legislative Assembly related to land use or child care. Takes effect on the 91st day following adjournment sine die.
