HB 2678: Relating to services for medically complex Oregonians.

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.

HB 2742: Relating to persons with disabilities.

Directs the Bureau of Labor and Industries to create guidance and informational materials to assist employers in complying with the laws regarding reasonable accommodation. Requires the bureau to establish a program to administer and coordinate low-cost or no-cost mediation services for the resolution of disputes concerning reasonable accommodation. Prohibits employers from denying an employee the right to have union representation in discussions concerning reasonable accommodation. Extends prohibition against discrimination in government services, programs and activities, to local governments. Prohibits employers from using minimum physical requirements to screen out persons with disabilities. Requires state contracting agencies and state agencies to include outreach, retention and recruitment of persons with disabilities in carrying out the agencies' affirmative action policies.

HB 2726: Relating to the Columbia corridor flood safety project.

HB 2726 authorizes Oregon to issue lottery bonds to raise up to $45 million ($20 million for 2025-2027 and $25 million for 2027-2029) for flood safety infrastructure upgrades in Multnomah County's Columbia corridor. The funds will directly support projects like levee repairs, flood wall improvements, pump station upgrades, and floodplain restoration, protecting businesses, residential areas, and critical infrastructure such as Portland International Airport. The Oregon Business Development Department will manage grants to the urban flood safety district in staged project phases, with bond funds disbursed based on progress and requiring completion by 2037 to avoid repayment.

HB 3566: Relating to towing.

Modifies laws related to towing. Provides that if a person pays with cash, the tower must provide exact change on the same day. Allows person to pay for towing and storage using a credit card, debit card and other methods of payment. Allows a person to collect all personal property from a towed car. Requires a towing company to provide the owner or insurance company with an itemized receipt. Allows person to recover damages incurred as a result of unlawful towing.

HB 2123: Relating to distilled liquor sales; declaring an emergency.

Specifies the type of change in the system for selling containers of distilled liquor that qualifies a person appointed to operate a liquor store for business loss compensation. Specifies that for certain liquor stores, the amount of business loss compensation is determined by the Oregon Liquor and Cannabis Commission by rule and increases for other liquor stores the percentage of average annual gross distilled liquor sales to be paid as business loss compensation. Includes as a source of moneys for business loss compensation a percentage of average annual gross distilled liquor sales. Declares an emergency, effective on passage.
