HB 2587: Relating to funding for students eligible for special education; declaring an emergency.

Removes the percentage cap on the amount of moneys that are distributed from the State School Fund to school districts for students eligible for special education as a child with a disability. Declares an emergency, effective July 1, 2025.

HB 3285: Relating to long-term recovery groups; declaring an emergency.

Directs the Oregon Department of Emergency Management to identify long-term recovery groups operating in Oregon and to provide grants for their support. Establishes the Long-Term Recovery Group Fund. Continuously appropriates moneys in the fund to the department for the support of long-term recovery groups operating in areas experiencing an emergency. Declares an emergency, effective on passage.

HB 3536: Relating to treatment for minors; declaring an emergency.

Prescribes certain procedures that apply when a child's parent or guardian consents to inpatient substance use disorder treatment for the child. Expands access of a child's parent or guardian to the child's relevant health information when the child is receiving certain treatment. Declares an emergency, effective on passage.

HB 3508: Relating to study of active forest management; prescribing an effective date.

Directs the State Forestry Department, in collaboration with the Oregon Business Development Department and the Housing and Community Services Department, to study methods for improving active forest management in this state. Directs the State Forestry Department to submit findings and recommendations to the interim committees of the Legislative Assembly related to natural resources, housing and agriculture not later than September 15, 2027. Sunsets on January 2, 2028. Appropriates moneys to the State Forestry Department for the study. Takes effect on the 91st day following adjournment sine die.

HB 2862: Relating to interest-only loans to assist small businesses to increase employment.

Establishes the Local Markets Small Business Capital Loan Program to be administered by the Oregon Business Development Department for the purpose of making interest-only loans to allow businesses with not more than 50 employees to hire new employees. Requires the payment of principal plus penalty for failure to hire and retain employees for at least two years. Establishes the Local Markets Small Business Capital Loan Fund for the purpose of administering the loan program. Appropriates moneys to the department for the purpose of administering the loan program and loan fund.

HB 2132: Relating to medical assistance reimbursement rates for residential care facilities.

Directs the Department of Human Services to establish medical assistance reimbursement rates for residential care facilities that are commensurate with rates for assisted living facilities. Sunsets on June 30, 2027.

HB 3872: Relating to conduct of elections; providing that this Act shall be referred to the people for their approval or rejection.

Makes in-person voting on the date of an election the standard method for conducting an election. Allows an elector to request a ballot that may be voted by mail if the elector is unable to vote in person on the date of the election. Retains vote by mail as the primary method for conducting elections for military and overseas electors and for electors who have a mailing address outside of Oregon. Requires electors to present valid government-issued identification when appearing in-person to vote or when requesting a ballot be sent by mail. Requires all ballots to be returned by the date of an election. Removes a requirement that the state pay postage for ballots returned by mail. Refers the Act to the people for their approval or rejection at the next regular general election.

HB 2870: Relating to campaign reform.

Creates the Oregon Campaign Review Commission to investigate complaints of false statements made by candidates or political committees. Establishes sanctions for violations of false statement law. Applies to campaigns conducted for elections held on or after January 1, 2026.

HB 3956: Relating to public health.

Requires a syringe service program to register with the local public health authority responsible for the jurisdiction in which the syringe service program operates. Defines "syringe service program." Removes the ability of a county or local public health authority to waive siting restrictions for methadone clinics.

HB 3627: Relating to funding for disabled veterans; prescribing an effective date.

Establishes the Disabled Veterans Assistance Fund. Requires the Department of Veterans' Affairs to provide grants to disabled veterans for accessibility resources at residences inhabited by the veteran if the residence is owned by the veteran or a family member of the veteran. Takes effect on the 91st day following adjournment sine die.
