] [ Requires the Oregon Cybersecurity Advisory Council to study the use of cybersecurity insurance for public bodies. ] Directs the Oregon Cybersecurity Advisory Council to conduct assessments to address the reasons why public bodies in this state are unable to meet cybersecurity insurance coverage requirements. Directs the advisory council to submit findings to the interim committees of the Legislative Assembly related to information management and technology not later than [ December 31, 2025 ] September 30, 2026 . Establishes the Oregon Cybersecurity Resilience Fund. Appropriates moneys in the fund to the Higher Education Coordinating Commission for distribution to the Oregon Cybersecurity Center of Excellence to assist public bodies with cybersecurity insurance requirements and cybersecurity vulnerabilities, training and incidents. Declares an emergency, effective on passage.
Directs the Water Resources Department to study innovative water technologies. Directs the department to submit a report to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026. Appropriates moneys out of the General Fund to the department for the purpose of undertaking the study. Declares an emergency, effective on passage.
Requires the Oregon Business Development Department to study access to resources for development in Curry County and submit findings to the interim committees of the Legislative Assembly related to natural resources no later than September 15, 2026.
Requires the Secretary of State to study elections. Directs the secretary to submit findings to the interim committees of the Legislative Assembly related to elections not later than September 15, 2026. Sunsets on January 2, 2027.
Provides that compensation for loss or injury to livestock or working dogs under the wolf depredation compensation and financial assistance grant program must be based on certain multipliers of fair market value. Caps compensation at $15,000 per animal. Removes provision authorizing compensation for missing livestock.
Provides that a person shall receive a written warning for a first offense of speeding or running a red light if the conduct was captured by photo radar or photo red light cameras.
Modifies the types of familial relationships involved in a manner of committing rape in the first degree and sodomy in the first degree. Adds a manner of committing unlawful sexual penetration in the first degree when there is a specified familial relationship between the defendant and the victim. Provides that sexual abuse in the second degree is a level eight offense on the sentencing guidelines when there is a specified familial relationship between the defendant and the victim. Increases the victim age below which assault and strangulation constitute felony offenses. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Department of Administrative Services to study options for agencies with remote work agreements to consolidate office space with other agencies and sell or lease unoccupied office space in state buildings. Directs the department to submit findings to the interim committees of the Legislative Assembly related to public administration no later than September 15, 2026. Sunsets on January 2, 2027.
Increases the exempt amount and the filing threshold for purposes of the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Provides that a certificate to appropriate water may be assigned. Requires a seller of real estate that includes a water right to notify the Water Resources Department of the real estate transaction and the water right that is involved.
Exempts from the requirement to obtain an onshore exploration permit wells from which sample materials are acquired, if the well is constructed by a licensed well constructor. Provides that the State Department of Geology and Mineral Industries may not impose additional conditions on the transfer of an operating permit. Provides that the department or other permitting agency may not require a land use compatibility statement for activities already authorized by a local jurisdiction.
Repeals the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
