HB 2534: Relating to motor vehicles.

HB 2534 modifies Oregon's riot statute (ORS 166.015) to explicitly include using a motor vehicle to block traffic, create hazards, or impede movement as "tumultuous and violent conduct" during a riot. It directly affects individuals involved in protests or gatherings where vehicles are used to obstruct traffic, making such actions a Class C felony. Key exceptions clarify that safe driving maneuvers (like brief stops for turns), funeral processions, and officially approved routes are excluded from the definition. The bill is pending in committee as of June 2025, with no effective date specified yet.

HJR 2: Proposing an amendment to the Oregon Constitution relating to funding for local mandates.

Proposes an amendment to the Oregon Constitution to change the requirements governing when the State of Oregon must appropriate or allocate sufficient moneys to pay for new or newly expanded programs that state laws, rules or orders require local governments to provide. Expands the definition of "local government" to include special districts. Eliminates some exceptions to required state funding, including an exception when the Legislative Assembly enacts the mandate by at least a three-fifths majority vote. Establishes new exceptions for programs and expansions that enhance public meeting or public record transparency or that permit new protections, rights, benefits or programs governing the employment status of local government employees, retirees or local government employee organizations to be adopted without corresponding funding. HB 3441: Relating to a state commission for public charter schools.

HB 3441 establishes Oregon's State Commission on Public Charter Schools, a new oversight body created to sponsor and manage public charter schools. The commission, composed of nine members appointed by political leaders (three by the Governor, two by Senate leadership, and two by House leadership), has three core duties: (1) sponsor high-quality charter schools with a focus on serving at-risk students, (2) ensure accountability for sponsored schools, and (3) hold school governing boards responsible. This bill does not change how existing charter schools operate but creates a new state-level entity to oversee them, replacing or supplementing current school district or state board sponsorship under Oregon law. The commission will meet quarterly, have no paid members, and set charter renewal processes through amendments to existing statutes.
