Requires the Legislative Revenue Officer to study the corporate excise and income tax system. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.

HB 3512: Relating to PFAS.

Prohibits the distribution or sale of certain covered products that contain intentionally added perfluoroalkyl or polyfluoroalkyl substances. Requires a manufacturer of covered products to provide a certificate of compliance to persons that sell or distribute covered products in this state. Authorizes the Attorney General to investigate and bring an action to obtain an injunction or a civil penalty for violations of the Act. Becomes operative on January 1, 2027.

HB 3615: Relating to funding for veterans' services.

Requires the Department of Veterans' Affairs to study how different sources of moneys are used to provide veterans' services in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to veterans no later than September 15, 2026. Sunsets January 2, 2027.

HB 3900: Relating to tax treatment of mortgage interest; prescribing an effective date.

Disallows, for purposes of personal income taxation, the mortgage interest deduction for a residence other than the taxpayer's principal residence, unless the taxpayer sells the residence or actively markets the residence for sale. Phases out the allowable deduction for the interest for a principal residence based upon income. Disallows a deduction for a principal residence above the threshold income amount. Establishes the Oregon Housing Opportunity Account. Transfers an amount equal to the estimated increase in revenue attributable to restrictions on the deduction of mortgage interest to the account. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 2064: Relating to microgrids; prescribing an effective date.

Requires the Public Utility Commission to take certain actions to support the operations of microgrids and community microgrids. Requires the Department of Consumer and Business Services to adopt rules that support the integration of buildings with community microgrids. Allows local governments to adopt land use regulations that correspond to microgrid zones and designate a geographical area as a microgrid zone, subject to the approval of the commission. Takes effect on the 91st day following adjournment sine die.

HB 3553: Relating to controlled substance crimes; declaring an emergency.

Creates the crime of possessing, purchasing, making, delivering or selling a pill press or similar equipment. Punishes by a maximum of five years' imprisonment, a $125,000 fine, or both. Declares an emergency, effective on passage.

HB 3931: Relating to efficient operations for interactions between residents of this state and government agencies; declaring an emergency.

Establishes the E-Oregon Task Force for the purposes of evaluating potential solutions and methods for creating a coordinated electronic portal or portals that create a common pathway for residents of this state to apply for and receive licenses, registrations, certifications, identification cards and other credentials or permits necessary for engaging in business or other common transactions in this state. Requires the identified solution to organize and reduce the complexity of interactions with state and local agencies that are now required to engage in business or undertake many common tasks that require official permission, grouping similar or related tasks into straightforward and streamlined procedures and protecting and enhancing information security and privacy where appropriate. Declares an emergency, effective on passage.
