Appropriates moneys to the Housing and Community Services Department to distribute to specified organizations to continue housing and homelessness program services. Declares an emergency, effective July 1, 2025.
Establishes the Oregon Electric Transmission Authority as an independent public corporation. Provides that the authority shall support the expansion of electric transmission capacity in this state by financing, developing, constructing, upgrading, owning and operating electric transmission infrastructure. Directs the authority to identify and establish electric transmission corridors with statewide significance. Authorizes the authority to finance transmission projects by issuing revenue bonds and collecting payments from the users of the authority's transmission facilities. Establishes the Tribal Advisory Council on Electric Transmission. Directs the authority to submit an annual report to the interim committees or committees of the Legislative Assembly related to energy on the authority's activities and operations for the preceding year. Limits the authority's annual operating budget to no more than $2 million. Provides for the collection of a nonbypassable charge from large industrial electricity customers to fund the authority's operating budget. Sunsets January 2, 2032. Requires the State Department of Energy to conduct a review of the authority and submit a report to the committees or interim committees of the Legislative Assembly related to energy for the Legislative Assembly's consideration to extend the sunset date. Takes effect on the 91st day following adjournment sine die.
Requires each public body that collects and maintains personal information about individuals to collect and maintain information on each individual's immigration or citizenship status. Directs the State Chief Information Officer and the Oregon Department of Administrative Services to adopt rules on uniform standards and procedures for compiling and maintaining the information. Declares an emergency, effective on passage.
Directs the Oregon Business Development Department to study infrastructure financing in Oregon by considering and evaluating tools the state may use to have a positive effect on infrastructure and housing costs in Oregon. Requires the department to submit a report of the findings of the study to the Legislative Assembly. Declares an emergency, effective on passage.
Modifies when information about level two sex offenders and level one sex offenders may be released. Increases penalties for the crime of failure to report as a sex offender constituting a misdemeanor. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Prohibits the setting aside of a conviction for failure to report as a sex offender.
Directs the Department of Veterans' Affairs to study and make recommendations regarding improvements to the operations of the department. Requires the department to submit a report on its findings by January 1, 2027.
Appropriates moneys from the General Fund to the Department of Early Learning and Care for the purpose of funding Relief Nursery programs. Declares an emergency, effective July 1, 2025.
Appropriates moneys from the General Fund to the Oregon Military Department for distribution to counties for the purpose of acquiring analog encoders for transmission of information to broadcasters in case of an emergency. Appropriates moneys from the General Fund to the department for distribution to Oregon Public Broadcasting for the purpose of upgrading, repairing or replacing elements of its signal distribution system. Declares an emergency, effective July 1, 2025.
Requires pharmacy services administrative organizations operating in this state to be licensed by the Department of Consumer and Business Services and creates rules for licensing requirements.
Requires a county clerk to cancel the registration of an elector if the elector registers to vote in another county, surrenders the elector's driver license upon being issued a license in another state or is excused from jury duty for not being a United States citizen.
Directs the Oregon Health Authority to establish a process to receive and review scope of practice requests for specified health care professions. Requires the authority to report to the interim committees of the Legislative Assembly related to health care. Becomes operative July 1, 2026. Takes effect on the 91st day following adjournment sine die.
Modifies the membership requirements for coordinated care organizations' community advisory councils. Requires coordinated care organizations to partner with Early Learning Hubs in conducting a community health assessment and adopting a community health improvement plan. Requires a community health improvement plan to evaluate the adequacy of health services for children from birth to kindergarten entry. Takes effect on the 91st day following adjournment sine die.
