Requires the Judicial Department to study options for improving court access for victims of domestic violence in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Authorizes the State Accident Insurance Fund Corporation to form or acquire subsidiaries to perform any function the corporation may delegate under law. Authorizes the corporation or a subsidiary to provide managed care services to injured workers. Sets forth the membership and duties of the board of directors that governs a subsidiary. Requires an annual audit of the managed care services provided by the corporation or a subsidiary. Takes effect on the 91st day following adjournment sine die.

Requires the Housing and Community Services Department to disburse moneys to Community LendingWorks to provide grants to purchase housing in Clackamas County that will be made available through a community land trust as affordable housing to first-time home buyers. Appropriates moneys for this program. Takes effect on the 91st day following adjournment sine die.
Requires the Employment Department to study the implementation of unemployment insurance law in Oregon. Directs the department to submit a report of the study to the interim committees of the Legislative Assembly related to employment no later than September 15, 2026. Sunsets January 2, 2027.
Requires the Oregon Educators Benefit Board to study the adequacy of benefits offered to education workers. Directs the board to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026.
Prohibits employers from terminating an agricultural worker unless the termination is for cause. Sets forth the conditions that must be satisfied in order to determine the existence of cause. Provides remedies for agricultural workers alleging a retaliation or a violation of the for cause standard. Declares an emergency, effective on passage.

Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.
