Prohibits a mail-order, specialty or online pharmacy from transferring prescription drugs intended for dispensation to a patient to a pharmacy located in this state unless the pharmacy has agreed to receive the prescription drugs. Prohibits pharmacy benefit managers from requiring a pharmacy to receive transfers of prescription drugs intended for a patient from a mail-order, specialty or online pharmacy. Takes effect on the 91st day following adjournment sine die.
Permits a person to operate Class I, Class III and Class IV all-terrain vehicles on highways that are not interstate highways if the all-terrain vehicle meets vehicle equipment standards and the all-terrain vehicle is registered. Directs the Department of Transportation to permit optional registration for Class I, Class III or Class IV all-terrain vehicles if the applicant provides satisfactory proof that the all-terrain vehicle meets equipment standards for highway use.
Directs the Department of Transportation to study issues related to driving privileges and to report to an appropriate committee or interim committee of the Legislative Assembly on or before September 15, 2026. Sunsets January 2, 2027.
Appropriates moneys to the State Board of Parole and Post-Prison Supervision for purposes of eliminating the backlog of sex offenders who have not yet been assessed and placed into a risk level.
Directs the Oregon Public Defense Commission to study best practices to improve the provision of public defense services within this state, and provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.
Requires district school boards and public library boards to adopt policies to provide for Internet safety for students and minors. Prescribes the requirements of the policies.
Provides that, beginning on January 1, 2028, the annual salary or wages paid to an officer or employee of certain state agencies may not exceed 10 times the lowest annual salary or wages paid to a full-time officer or employee of the agency. Allows an agency to request an exemption. Requires certain agencies, including agencies not subject to the limit on salary and wages, to report to the Legislative Fiscal Officer.
Requires that the Department of Human Services provide a person suspected of abusing a child with a notice of rights before interviewing or searching the person in a child abuse investigation. Prohibits the department from entering a person's private property during the course of a child abuse investigation without the person's permission, a warrant or exigent circumstances. Prohibits the department, an administrative law judge or a juvenile court judge from making negative inferences when the subject of an abuse investigation refuses to answer questions or consent to a search.
Establishes the Oregon Strategic Resilience Sustainability Commission. Requires the commission to develop and administer a grant program to provide grants for increasing the amount, availability and security of regional foodstuff supplies.
Appropriates moneys to fund the provision of fire response, emergency medical and law enforcement and public safety services by the City of Salem. Declares an emergency, effective on passage.
Requires the Oregon Health Authority to study civil commitment criteria. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Requires the Oregon Youth Authority to conduct a study regarding options for improving how the authority provides services to youth in this state. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027.
