HB 2298: Relating to expungements.

HB 2298 modifies Oregon's expungement laws, allowing individuals convicted of certain offenses to petition courts to set aside their convictions or arrests after meeting specific waiting periods. It increases eligibility waiting times: five years for Class C felonies and misdemeanors (up from three years for some misdemeanors), and one year for lower-level misdemeanors or contempt findings. The bill eliminates filing fees for expungement requests, requires fingerprint checks for record verification, and clarifies that courts may only consider recent criminal behavior - not traffic violations or civil debts - when evaluating applications. This directly affects Oregon residents with past convictions who have completed their sentences and meet the revised timeframes.

HB 2897: Relating to the eligibility of corporations to serve on juries.

HB 2897 amends Oregon law to allow corporations to serve on juries by designating an eligible individual agent. The bill adds that corporations organized under Oregon law may act as jurors in civil or criminal trials or as grand jurors, but only through a human representative who meets all standard eligibility requirements (e.g., U.S. citizenship, no disqualifying criminal history, residency). This change does not alter eligibility rules for natural persons; it specifically addresses corporate participation by requiring a qualified human agent. The bill directly affects Oregon corporations seeking jury service, while ensuring individual agents comply with existing juror qualifications.
